Oregon lawmakers make Dull and Boring tourism move

SALEM, Ore. (AP) ? Legislative sessions can be dull and boring, but Oregon lawmakers have moved to commemorate the humdrum ? even if no one is quite sure how.

Based on their mundane names, the communities of Dull, Scotland, and Boring, Oregon, formed an international partnership last year to build cultural and commercial connections.

And Oregon House lawmakers took that a step further Wednesday, voting to make Aug. 9 Boring and Dull Day, putting the name of the U.S. town first despite mild objections from their European counterparts.

The plan, which now heads to the state Senate, is intended to boost tourism.

Republican Rep. Bill Kennener, the proposal's sponsor, announced the bill with a 10-minute speech, but never got around to saying what one might do in observance.

A fellow Republican, Rep. Kevin Cameron, later joked that he spotted an intern falling asleep during the address.

Sony unveils its next game console, the PlayStation 4, arriving in holiday 2013

Sony tonight announced its much-rumored next video game console, the PlayStation 4. Sony Computer Entertainment prez and CEO Andrew House announced the console with little more than a logo and a handful of concepts, though he did say it's coming in holiday 2013. We're sure to hear more as the night goes on, and we'll be updating this post as we learn more.

Lead system architect Mark Cerny -- legendary game dev and, to us, creator of Marble Madness -- came up next. He said that development of the PS4 started five years ago. Cerny said he's been exploring how to evolve "the PlayStation ecosystem," and he started by speaking to the limitations of PlayStation 3. Cerny said he's been aiming to make sure "nothing gets between the platform and the game." An image of an old-timey hunter shooting space invaders in the sky is used as an example -- here's hoping the PS4 doesn't mean we'll be taking plastic guns and shooting pixels in the sky.

"We were able to create in PlayStation 4 a system by game creators, for game creators," Cerny said. As far as specs, he said it runs on x86 architecture, a "highly enhanced" PC GPU (with "almost 2 teraflops of performance," he added), an unknown amount of local HDD storage, and 8GB of GDDR5 system memory. Cerny next unveiled the DualShock 4, which looks an awful lot like the leaks we saw recently -- it features a touchpad, a light bar, and what looks like rubberized grips. Otherwise, it looks an awful lot like a DualShock 3 with some new bells and whistles.

Nirvana frontman Kurt Cobain killed himself in 1994, but the singer, who would have turned 46 Wednesday, has not been forgotten. His music lives on, of course, and the bands and musicians he influenced are all over the radio. Cobain's daughter Frances Bean, not even two when he died, is now 20.

SHOOTING SPREE: At Least 4 Dead, Including Gunman, in California

Authorities say a shooting spree through Orange County, Calif., has left four people dead, including the shooter, and two others injured before the man stopped and shot himself to death in a stolen car, police said.

The shootings began early Tuesday morning when deputies responded to a call in Ladera Ranch, a sleepy inland town about 55 miles southeast of Los Angeles. They found a woman shot multiple times.

Police have identified the gunman as Ali Syed, a 20-year-old unemployed part-time student. Police say Syed lived at the Laderaa Ranch residence where the first victim was killed.

Jason Glass, who lives across the street, said he couldn?t sleep and was watching TV in his garage with the door partly open when he heard what sounded like gun shots.

Then he heard a commotion and the sound of a car speeding away.

The suspect, described as a man in his 20s, fled the scene in an SUV, according to the LA Times.

Three more people were fatally shot in the next 25 minutes after carjackings in Tustin and Santa Ana.

?There are multiple (crime) scenes throughout Tustin and the surrounding areas,? said Tustin Police Lt. Paul Garaven.

Police say there were a total of six shooting scenes across the county.

From Ladera Ranch, police said the gunman headed north and within 30 minutes carjacked a Dodge pickup truck in Tustin, about 20 miles away. The driver was uninjured, but a bystander was hit by gunfire and taken to a hospital.

The suspect then began firing at vehicles in the area where Interstate 5 and State Route 55 connect.

Three people reported being targeted, including one who suffered a minor injury, Tustin police Lt. Paul Garaven said. Two cars were damaged.

When the truck got low on gas, the gunman stopped at State Route 55 and McFadden Avenue in Santa Ana, stole the BMW and killed the driver, Bertagna said.

The shooter then drove to a Tustin business called Micro Center and carjacked another small truck, killing one person and wounding another, Garaven said.

Authorities located the suspect in a stolen vehicle and followed him to the city of Orange, according to Garaven. When police stopped him, the suspect shot himself at an intersection. Police recovered a shotgun from the scene.

Garaven says the suspect succeeded in stealing a vehicle at each carjacking.

?There have been other people coming forward saying they were shot at or their cars were shot at,? he said, but so far none had reported any serious injury.

The conditions of the wounded victims were unknown.

A spokeswoman for the California Highway Patrol said they didn?t have any active crime scenes on the freeway but the southbound 55 McFadden Avenue off-ramp would be closed until further notice.

The motive for the shootings is still unclear and it?s also unclear if the victims knew each other or the shooter.

?I do not believe any of the victims are related to each other. It might have been a random thing,? he said. ?We just don?t know.?

There?s a new jailbreak tweak available in Cydia, and it?s not unlike something you?ve probably seen before. The tweak is called LivelyIcons, and it allows you to add opening animations to each app icon on your iPhone?s Home screen.

LivelyIcons features about a dozen different animations that you can enable via a simple list found in the Settings app. An option to increase or decrease the duration of the animation also exists. That may not sound all of that exciting, but the tweak?s functionality plays second fiddle to a greater cause. Check inside for the full scoop.

As stated, LivelyIcon?s features a handful of different animations to enable for your app icons. All configuration is done via the preference panel found in the Settings app, and all effects are immediate, no resprings required.

The included animations are as follows:

  • Wiggle
  • Spin Clockwise
  • Spin Counter Clockwise
  • Spin Clockwise (Image)
  • Spin Counter Clockwise (Image)
  • Bounce
  • Pacman (Horizontal)

The ability exists to change the duration of the animations, but you probably won?t want to make the durations too long, or else you will significantly delay the launching of apps. The problem with tweaks like this, is that while they look nice, you have to concede that there will be some extra time added in to fulfill the animation. This isn?t as noticeable if you set the duration to its lowest level, but admittedly, doing so negates some of the flair of the animation.

Of all of the app animations, I?d have to go with Bounce as being my favorite one, with Wiggle coming in at a close second. If you?re looking for a similar tweak as far as app icon animations go, then be sure to check out Motion.

LivelyIcon?s main appeal is the fact that developer Filippo Bigarella will donate proceeds of the tweak to two cancer research charities. Bigarella shares the details on his blog post:

Credit Union robbery in La Porte, man captured

LA PORTE ? A man Tuesday allegedly robbed a La Porte credit union then fled but was captured when he crashed his vehicle.

Just before 10 a.m., officers responded to a report of an armed robbery at First Trust Credit Union at 402 J St.

Responding officers were informed the suspect described as a white male wearing a gray hooded sweatshirt with a blue bandana over his face had fled the scene of the hold-up in a blue Pontiac and was driving southbound on J St., said police.

According to police, investigators were informed the suspect displayed a knife inside the business and demanded the money.

Eventually, police said the suspect crashed his vehicle near the intersection of Silverbrook Ave and Greenwood Ave. off Indiana 4 on the city's southeast side. ?

With the help of some ''very observant citizens''and members of the La Porte County Sheriff?s Department, police said a suspect was taken into custody.

Nick Zupko, 22, of La Porte was being held on Class B felony armed robbery.

Whether money was taken was not disclosed.

The credit union undergoing an expansion closed after the robbery.

Customers getting out of their vehicles headed back after seeing notice on the?

glass doors that the credit union was closed ''due to an emergency.''

All work on the expansion at the credit union also seemed to stop with all machines and construction trailer vacated during the afternoon.

Officials with the credit union could not be reached for comment.

The credit union in the fall began work to double its existing size to 3,000 square feet by spring.

Two additional offices, a new lobby, additional parking and one more drive-through lane are among the new features being added.

First Trust Credit Union began in 1959 and now has 13,000 members at five branches in LaPorte, Michigan City, Valparaiso, Wheatfield and Rensselaer, credit union officials previously said.

Ecuador's Correa breezes to 2nd re-election

QUITO, Ecuador (AP) ? A landslide second re-election secured, President Rafael Correa immediately vowed to deepen the "citizen's revolution" that has lifted tens of thousands of Ecuadoreans out of poverty as he expanded the welfare state.

"In this revolution the citizens are in charge, not capital," the leftist U.S.-trained economist said after winning 56.9 percent of the vote Sunday against 23.8 percent for his closest challenger, longtime banker Guillermo Lasso.

With 57 percent of the vote counted, former President Lucio Gutierrez finished third with 6 percent. The remainder was divided among five other candidates. Lasso conceded defeat late Sunday.

The fiery-tongued Correa has brought surprising stability to an oil-exporting nation of 14.6 million with a history of unruliness that cycled through seven presidents in the decade before him.

With the help of oil prices that have hovered around $100 a barrel, he has raised lower-class living standards and widened the welfare state with region-leading social spending.

The 48-year-old Correa dedicated his victory to his cancer-stricken friend President Hugo Chavez of Venezuela, who some analysts have suggested he could succeed as the standard-bearer of Latin America's left.

"We are only here to serve you. Nothing for us. Everything for you," Correa told cheering supporters from the balcony of the Carondelet presidential palace Sunday shortly after polls closed.

Yet Correa has also drawn wide rebuke for intolerance of dissent and some analysts have questioned how sustainable his economic policies are. The number of people working for the government has burgeoned from 16,000 to 90,000 during Correa's current term if office, Ecuador's nongovernmental Observatory of Fiscal Policy reported in December.

Michael Shifter, president of the Inter-American Dialogue think tank, called Correa's ramping up of social spending "simply applying the standard recipe for many populist governments in the region." While it succeeds in building political support in the short term, he said, it is not clear whether it is sustainable.

And while Correa has shown himself to be the "undisputed rhetorical leader of Latin America's left" ? and should now see his standing enhanced there ? Shifter said Correa's consolidation of power have damaged Ecuador's "already precarious institutions" and he lacks the clout, the ambition and the coffers to build a coalition that could curtail U.S. power in the region.

Correa's result Sunday easily topped the 51.7 percent that he won in his first re-election in April 2009. He is barred by the constitution from another 4-year term.

While a practitioner of one-man rule in the Chavez mold, he is more respectful of private property.

Ecuador relies on petroleum for more than half of its export earnings, and he has used this oil wealth to make public education and health care more accessible, and lay thousands of kilometers (miles) of new highways.

Foreign investment has suffered, however, and Lasso, the former head of the Banco de Guayaquil, ran on a platform of guaranteeing multinational businesses more favorable terms, such as abolishing a 5 percent tax on capital removed from Ecuador.

Correa said he's happy to have more foreign investment but "it's better not to have it than to mortgage the country in the name of that pipe dream called foreign investment."

He did not explain, meanwhile, how he planned to pay for efforts to "quicken and deepen" poverty reduction. Skeptical economists say the state can't afford it without major new revenue sources.

Such talk doesn't dim the enthusiasm for Correa of the likes of Jomaira Espinosa.

"Before (Correa), my family didn't have enough to eat" and her father couldn't find work, the 18-year-old said. Now her father has a job as a public servant and she expects to be able to study for free at a university thanks to Correa's programs.

Since Correa took office in 2007, the United Nations says Ecuador's poverty rate has dropped nearly five percentage points to 32.4 percent. In all, 1.9 million people receive $50 a month in aid from the state. Critics complain that the handouts to single mothers, needy families and the elderly poor, along with other subsidies, have bloated the government.

Civil liberties, meantime, have suffered.

Correa has been widely condemned for using criminal libel law against opposition news media and for such strong-arm tactics as seizing Ecuador's airwaves virtually at will to spread his political gospel and attack opponents.

German Calapucha, a 29-year-old accountant, said he voted against Correa because he's tired of the president's imperiousness.

"He thinks that because he wins elections he has the right to mistreat people," Calapucha said.

Correa has eroded the influence not just of opposition political parties but also of the Roman Catholic Church and independent news media. He has stacked courts with friendly judges and prosecuted indigenous leaders for organizing protests against Correa's attempt to open up Ecuador to large-scale mining without their consent.

Meanwhile, Correa has been unable to stop a growing sensation of vulnerability in a country where robberies and burglaries grew 30 percent in 2012 compared with the previous year.

The graduate of the University of Illinois at Urbana-Champaign gained an early reputation as a maverick, defying international financiers by defaulting on $3.9 billion in foreign debt obligations and rewriting contracts with oil multinationals to secure a higher share of oil revenues for Ecuador.

He has also kept the United States at arm's length while upsetting Britain and Sweden in August by granting asylum at the Ecuadorean Embassy in London to WikiLeaks founder Julian Assange, the online spiller of leaked U.S. government secrets who is wanted for questioning in Sweden for alleged sexual assault.

Correa has, meanwhile, cozied up to U.S. rivals Iran and China. The latter is the biggest buyer of Ecuador's oil and holds $3.4 billion in Ecuadorean debt, according to Finance Minister Patricio Rivera.

Engineering 'ghost' objects: Breakthrough in scattering illusion

Feb. 19, 2013 ? A team at the NUS Department of Electrical & Computer Engineering led by Dr Qiu Cheng-Wei has come out with an optical device to "engineer" ghosts.

When someone claims he or she has seen a ghost, the phenomenon may be caused by an optical illusion happening through a wild stroke of nature. But the actual engineering of such a phenomenon is the holy grail of researchers in the field of optical illusions, electromagnetic, and radar detection -- not only because of the thrill and excitement of being able to create a "ghost" but because of the implications it will have in science and applications.

Their research has opened up a completely new avenue for cognitive deception through light-matter behaviour control. This would have wide applications in defence and security. Their findings will also pave the way for the design of new optical and microwave devices such as those for detection and communication. The team will further develop this technique to make larger microwave devices to achieve radar "ghosts" and aircraft camouflage suitable for defence purpose.

Dr Qiu's paper, co-authored with and Dr Han Tiancheng (NUS Dept of Electrical & Computer Engineering), Prof Tie Jun Cui, Dr Wei Xiang Jiang (State Key Laboratory of Millimeter Waves, Department of Radio Engineering, Nanjing), and Prof Shuang Zhang (School of Physics and Astronomy, University of Birmingham, UK), entitled "Creation of Ghost Illusions Using Metamaterials in Wave Dynamics" will be published in Advanced Functional Materials in March 2013.

Their paper reported for the first time, the realisation of creating "ghosts" through optic scattering and metamaterials which are artificial materials designed with properties (which do not exist naturally) built-in. Their device is capable of creating more than one virtual "ghost" image from the actual object. The geometric shape, position and equivalent material properties of these "ghost" images can be pre-designed and controlled -- and are also able to appear in distributed places away from the location of the real object.

The scientific community has always been enthralled in the creation of an illusion which can potentially transform an actual perception into a pre-controlled perception. So far, scientists experimenting with metamaterials in "ghosting" do not have much success in changing the perception of the real object, and define where the "ghost" should appear. They can only create one "ghost," in the same location (as where the real object is).

But Dr Qiu's device can create multiple "ghosts." It can also make the real object or person "disappear." The researchers can also determine how the "ghosts" look, taking on a different shape or size from the actual object.

Added Dr Qiu, "As our work solves several major issues associated with "ghost" illusion, we believe it will pave way for future applications of advanced optical illusion, camouflage, and cloaking -- in an interestingly new sense. Our work has enormous potential to enhance our ability to mould, harness, and perceive wave at will. I believe it can stimulate new thoughts of realising something extraordinary that is counter-intuitive."

NFL Draft 2013: Mike Mayock, Mel Kiper Differ on Positional Rankings

Mike Mayock's rankings of prospects by position have a number of substantial differences with Mel Kiper's.

It's a few short days until the NFL Scouting Combine begins, and just over two months until the NFL Draft. As such, all the draftniks are putting out mock drafts and rankings of players at each position and overall. Today, we examine two of the most well-known draft analysts and how their position rankings differ.

Mike Mayock of the NFL Network has quietly become a great dual-threat for that network: an excellent color commentator, and a great talent evaluator for their NFL Draft coverage. Mayock recently released his rankings of the top five prospects at each position.

Mel Kiper is of course the walking oil slick and head draft evaluator over at ESPN, and he also has a big board of top prospects by position posted (Insider only, however). We'll take a quick look at how their rankings differ on some of the main positions of interest to the Green Bay Packers as they work through draft season.

Running Back:
Both agree on Eddie Lacy of Alabama as the top back, while Montee Ball is in the top three for both of them (Mayock 2, Kiper 3). However, Mayock has Andre Ellington of Clemson as his third-ranked back, while Kiper has him nowhere to be found. Ellington is a speedy back who had a productive career at Clemson, but he has durability issues.

Wide Receiver:
Both analysts share four of their top five prospects, but Terrance Williams makes an appearance at number three on Mayock's board while being left off Kiper's entirely. Williams had a good senior bowl and plays very fast, even at 6'2".

Tight End:
The big surprise here is that Gavin Escobar from San Diego State is third on Mayock's board. Escobar is a definite receiving weapon, and could be seen similarly to how Jermichael Finley was coming out of college: as a raw, physical receiving threat who could grow into a game-changing tight end.

Defensive Tackle:
Kiper has stuck with most other analysts who put Star Lotulelei as the top tackle available, with Sheldon Richardson of Missouri and Sharrif Floyd of Florida rounding out the top three. Mayock has Floyd at the top instead. It's unlikely though that any of these players will be available at 26th overall.

Outside Linebacker:
It's fascinating to me that Kiper still classifies some players as defensive ends when it's all but certain that they'll end up as linebackers in a 3-4 system. Dion Jordan of Oregon and Barkevious Mingo of LSU are two of those players, who Mayock lists at OLB instead. Surprisingly, Mayock puts Jordan ahead of Jarvis Jones from Georgia and puts Mingo fourth, while Kiper had MIngo listed higher than Jordan at defensive end.

Those are the biggest positions of difference between the two television analysts. Do you strongly disagree with one or the other on any particular position?

Travis Barker skips Blink-182 Australia tour due to flying fear

(Reuters) - Travis Barker will skip the Australian tour of pop-punk band Blink-182, citing a long-term fear of flying that worsened after he survived a fatal crash nearly five years ago that killed two friends.

"I'm sorry to announce I won't be joining Blink-182 on this Australian tour," Barker, 37 and drummer for the group, wrote on Facebook. "I still haven't gotten over the horrific events that took place the last time I flew when my plane crashed and four people were killed, two being my best friends."

Barker was one of two survivors of the 2008 crash when a private plane he was on burst into flames during an aborted takeoff. He spent several months in hospital with injuries.

Barker said he had hoped to get to Australia by ship if need be for the tour, which starts on Wednesday in Sydney, but that schedules hadn't worked out.

"Once again, I'm sorry to all the fans," he said.

The band, also writing on Facebook, said Barker would be replaced on the tour by Brooks Wackerman from Bad Religion and Tenacious D.

"The band knew the chances of Travis overcoming his fear of flying, which was magnified after the horrible plane crash of 2008, would be a challenge, but we wanted to play for our fans in Australia nonetheless," they said, adding that cancelling the tour had not been an option.

Government of Canada Invests in CF-18 Fighter Pilot Training and Canadian Jobs

BAGOTVILLE, QUEBEC--(Marketwire - Feb. 17, 2013) - The Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, Minister of the Economic Development Agency of Canada for the Regions of Quebec, and Member of Parliament for Roberval-Lac-Saint-Jean, on behalf of the Honourable Bernard Valcourt, Associate Minister of National Defence and Minister of State (Atlantic Canada Opportunities Agency) (La Francophonie), and Member of Parliament for Madawaska-Restigouche, today announced a significant contract to support training for Canada's fighter jet pilots.

The Government of Canada has awarded a contract valued at $19.6 million to S?lect Global International Limit?e of Laval, Quebec to provide CF-18 pilot training and simulator operation services to the Canadian Armed Forces (CAF) through the Advanced Distributed Combat Training System.

"This Government remains committed to ensuring that a sufficient number of personnel are trained to required levels and that the necessary equipment is available, for both the training and operations needed to take on future challenges," said Minister Lebel. "At the same time, we are investing in the economic health of communities and industries across Canada."

"The Government of Canada is committed to obtaining the best training and equipment for the Canadian Armed Forces, at the most reasonable price for Canadians, with the greatest benefits for Canadian companies and workers," said the Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women. "This training will help prepare the men and women of the Royal Canadian Air Force for the important work they do both at home and abroad."

The training services contract will help to sustain at least 12 jobs in Bagotville, Quebec and in Cold Lake, Alberta. The contract, which followed a competitive procurement process, covers a period of 5 years, and has options that could extend the contract to 10 years.

The CAF's Advanced Distributed Combat Training System provides CF-18 pilots with training on the updated aircraft and weapons systems, while reducing airframe-fatigue and overall operating costs for the CF-18 fleet. This system offers training previously available primarily through actual combat, thereby increasing the pilots' operational readiness in a much safer environment.

(AP) ? The prospect of prison looms over former U.S. Rep. Jesse Jackson Jr. and his wife after they agreed to plead guilty to charges in an alleged scheme to spend $750,000 in campaign funds on personal items ? including furs, a gold watch, a football signed by U.S. presidents and even a hat once owned by Michael Jackson.

It wasn't immediately clear how much time either Jackson could end up doing when the legal drama inevitably reaches its climax before a federal sentencing judge within a few months. But judges frown on brazen breaches of public trust, said one former federal prosecutor, and that may mean the former Chicago congressman will likely to have to serve at least a few years behind bars.

"It shows hubris and arrogance that a politician sees his campaign coffers as his to spend as likes," said Jeff Cramer, who as an assistant U.S. attorney in Chicago worked on multiple corruption cases. "With these kinds of charges, I cannot imagine him not going to prison ... for 3 1/2 or 4 1/2 years."

He thought Sandi Jackson, at most, would spend several months in prison.

Prosecutors are reluctant to ask judges to send couples with school-age children, like the Jacksons, to prison for long terms at simultaneously ? so it's possible, Cramer said, that the government will seek to stagger their sentences in such a way that the Jacksons aren't behind bars at the same time.

Federal prosecutors on Friday filed one charge of conspiracy against the former congressman and charged his ex-alderman wife, Sandra, with one count of filing false joint federal income tax returns for the years 2006 through 2011 that knowingly understated the income the couple received. Both agreed to plead guilty in deals with federal prosecutors.

Both face maximum penalties of several years in prison; he also faces hundreds of thousands of dollars in fines and forfeitures. But the government did not immediately release the text of its plea agreements. Such agreements almost invariably call for prosecutors to recommend sentences below the maximum.

The son of a famed civil rights leader, Jackson, a Democrat, entered Congress in 1995 and resigned last November. Sandi, as she's known, was a Chicago alderman, but resigned last month amid the federal investigation.

Jackson used campaign money to buy a $43,350 gold-plated, men's Rolex watch and $9,587.64 on children's furniture, according to court papers filed in the case. His wife spent $5,150 on fur capes and parkas, the document said.

"I offer no excuses for my conduct, and I fully accept my responsibility for the improper decisions and mistakes I have made," the ex-congressman said in a written statement released by his lawyers. "I want to offer my sincerest apologies ... it is my hope that I am remembered for things that I did right."

Several messages left with Jackson's father, the voluble civil rights leader Jesse Jackson, were not returned Friday. The elder Jackson has often declined to comment about his son's health and legal woes over the past several months.

The government said, "Defendant Jesse L. Jackson Jr., willingly and knowingly, used approximately $750,000 from the campaign's accounts for personal expenses" that benefited him and his co-conspirator, who was not named in the one-count criminal information filed in the case. The filing of a criminal information means a defendant has waived the right to have a grand jury consider the case; it is used by federal prosecutors when they have reached a deal for a guilty plea.

The prosecutors' court filing said that upon conviction, Jackson must forfeit $750,000, plus tens of thousands of dollars' worth of memorabilia items and furs. The memorabilia includes a football signed by U.S. presidents, a Michael Jackson and Eddie Van Halen guitar, a Michael Jackson fedora, Martin Luther King Jr. memorabilia, Malcolm X memorabilia, Jimi Hendrix memorabilia and Bruce Lee memorabilia ? all from a company called Antiquities of Nevada.

The conspiracy charge carries a maximum statutory penalty of up to five years in prison, a fine of up to $250,000, and other penalties. U.S. District Judge Robert L. Wilkins is assigned to the case.

Tom Kirsch, an attorney for Jackson's wife said she has signed a plea agreement with federal prosecutors and would plead guilty to one tax count.

Kirsch said his client and her husband have supported each other. He said the ordeal has been stressful for Sandi Jackson, but she "expected to be held responsible ... and wants to put (it) behind her and her family."

The charge against Sandi Jackson carries a maximum of three-year prison sentence. But Kirsch says the agreement "does not contemplate a sentence of that length."

The court papers said that Jackson filed false financial reports with the U.S. House of Representatives in an attempt to conceal his and his wife's conversion of campaign funds for their personal benefit.

A black and red cashmere cape cost $1,500, a mink reversible parka cost $1,200 and a black fox reversible cost $1,500, prosecutors wrote.

Jackson's resignation ended a once-promising political career tarnished by unproven allegations that he was involved in discussions to raise campaign funds for imprisoned former Illinois Gov. Rod Blagojevich in exchange for appointment ? which never came ? to President Barack Obama's vacated U.S. Senate seat. The House Ethics Committee, which no longer has any power over Jackson, may choose to issue a report on the matter.

Jackson denied any wrongdoing in the Blagojevich matter. But the suspicions, along with revelations that he had had an extramarital affair, derailed any aspirations for higher political office. It wasn't clear from the court papers whether the woman with whom he had the affair was among the half dozen people identified the documents by letters of the alphabet rather than by their names.

Since last June, Jackson has been hospitalized twice at the Mayo Clinic in Rochester, Minn., for treatment of bipolar disorder and other issues, and he stayed out of the public eye for months, even during the November elections.

(AP) ? Five years after setting up an umbrella organization to unite violent militant groups in the nation's tribal regions, the Pakistani Taliban is fractured, strapped for cash and losing support of local tribesmen frustrated by a protracted war that has forced thousands from their homes, analysts and residents say.

The temperamental chief of the group known as the Tehrik-e-Taliban Pakistan (TTP), Hakimullah Mehsud, recently offered to start peace talks with the government, raising the prospect of a negotiated end to Pakistan's war against insurgents in a lawless region that runs the length of the border with Afghanistan.

The group's offer of sanctuary to Afghanistan's Taliban has been one of the most divisive issues in U.S.-Pakistan relations and has confounded efforts to get the upper hand against Afghan insurgents after more than 11 years of war.

Pakistan denies providing outright military and financial help to militants fighting in Afghanistan. With 120,000 Pakistani soldiers deployed in the tribal regions, Pakistan has waged its own bloody battle against insurgents that has left more than 4,000 soldiers dead.

In interviews with analysts, residents and militant experts, Mehsud's network has emerged as a narrow collection of insurgents ? often with links to criminal gangs ? that has only limited influence in a vast tribal region overrun by scores of insurgent groups led by commanders with disparate agendas and varying loyalties.

Rather than a precursor to peace, Mehsud's offer to talk peace is an attempt to regain stature, silence critics and gain concessions from a weak government heading into nationwide elections, according to those familiar with the militant organization.

Taliban spokesman Ehsanullah Ehsan has repeatedly denied reports of divisions within the TTP, including reported challenges to Mehsud's leadership.

But Amir Rana, director of the Pakistan Institute of Peace Studies, said Mehsud's offer to talk was an attempt to divert attention from internal rifts that are ripping the organization apart and diminishing its influence. Meshud speaks for fighters restricted to his own tribe, based in North and South Waziristan, he said.

"There is a lot of tension within the TTP. This peace offer I think basically comes from Hakimullah Mehsud and the Mehsud commanders," Rana said.

Some of his most powerful commanders have broken away and set up their own fiefdoms in other parts of the tribal area, he said.

Mehsud's fighters are believed to number in the thousands, but there are no reliable figures to measure the size of his force.

Former intelligence officials, Taliban and residents of the area say Mehsud also has a large number of foreign fighters in his North Waziristan hideouts. Many are Uzbeks and other Central Asians belonging to the outlawed Islamic Movement of Uzbekistan and mostly disliked by local residents.

"The Taliban's offer for peace talks is more of a ploy to gain legitimacy and a public relations tactic than a sincere move to end violence," militant expert and author Zahid Hussain wrote in a local newspaper this week.

Hussain portrayed Mehsud's Taliban as killers and criminals who are demanding negotiations on their own terms, including the release of prisoners who spearheaded the 2009 Taliban takeover of the Swat region in northeastern Pakistan and who admitted beheading opponents. In brazen disregard for Pakistani law, the video in which they offered peace talks featured convicted killer Adnan Rashid, who escaped from death row during a jailbreak by the Taliban last year.

Hussain called the video a "grotesque joke" and criticized the government's willingness to talk with Mehsud's Taliban.

"Some political leaders are shamelessly calling on the state to surrender to the very criminals who have killed thousands of Pakistanis in suicide bombings, beheaded soldiers and bombed schools," he said.

Two dozen political parties including the ruling Pakistan People's Party agreed in a day-long meeting Thursday to pursue talks with the Taliban, including the secular-leaning Awami National Party that rules the Khyber Pukhtunkhwa province where the tribal regions are located. They didn't offer details of how they would go about it.

"We have to try to find peace. It is not a question of giving them legitimacy. Their forces are there and when they come to the negotiation table they are recognizing the writ of the government," provincial information minister Iftikar Hussain, whose son was killed by Taliban insurgents, told The Associated Press on Wednesday.

Previous agreements between various Taliban factions have collapsed.

The TTP in North Waziristan is looking for talks because it is losing the support of the local people, according to a privately funded think tank in the Pakistani capital devoted to understanding the tribal regions.

"They are weak, there is infighting," said Mansour Mehsud, director of research at the FATA Research Center named for the Federally Administered Tribal Areas.

Pakistan's tribal regions have a special status under Pakistani law that allows tribal traditions and customs to rule. Many of the laws and rules applying to the tribal area date back to the early 20th century when the British ruled the subcontinent. Unable to control the tribesmen, the British made agreements that allowed them safe passage through tribal territory.

"They used to have the support of most people but not anymore," said Mehsud, who has no relation to the TTP leader although he shares the same tribal links. "People used to think that they would bring justice based on the Quran but instead fighting has displaced hundreds of thousands of people."

Mehsud said the Pakistani Taliban also were running out of money and that extortion and kidnappings had become one of their biggest sources of income.

A wealthy trader living on the edge of the tribal area, who was afraid to give his name because he feared retribution, said the Taliban swindled thousands of dollars from him. He said he was threatened, his family was terrorized and then a bomb exploded at his home, seriously wounding his niece.

He said other businessmen told him that they too had paid large sums of money to the Taliban. In his tribal culture, he said it is shameful to admit to being robbed because it is seen as a sign of weakness, so no one has said anything.

SEC Baseball Preview 2013: Kentucky Looks for Another Chance at the Long-Awaited Goal

The Wildcats are gearing up for one of the most anticipated baseball seasons in program history. Can they finally get to the College World Series

Last Year: Kentucky was one of the breakout teams of the 2012 season. A lot of people saw the potential for Kentucky to go on a run, but some of us felt the need to put caveat upon caveat on the talk of Kentucky as an SEC East contender. Then, the Wildcats started out on a 22-game win streak, and it looked like UK might just get to its first College World Series. They went 23-18 the rest of the way, losing series at Vanderbilt and against Florida before getting swept by Mississippi State on the last weekend to hand the division title to South Carolina. The NCAA run ended with bookend losses to Kent State in the Gary, Indiana Regional -- which Kentucky started by losing to the Golden Flashes in 21 innings.

What's Changed: Every other position player. Literally. If you take the starting position players and line them up by batting average, as most media guides do, then the second-, fourth-, sixth- and eighth-best hitters left Kentucky in the offseason. That includes home-run leader Luke Maile, who batted .319/.426/.533 and hit 12 homers, and Thomas McCarthy, who hit .310/.396/.455. The only pitcher who started more than nine games to leave is Taylor Rogers, who was 6-4 with a 4.53 ERA and allowed a .303 batting average in his 89.1 innings of work.

What's the Same: The two biggest names on this team are Anthony Cousino, who hit .319/.408/.515 with nine home runs, and Corey Littrell, who was 9-2 with a 2.74 ERA and 87 strikeouts in 2012. They form the backbone of a team that returns a good number of its key pieces -- including, of course, the third-, fifth-, seventh- and ninth-best starting batters -- and a lot of the bit players who make any baseball team gel and win if it does. And Gary Henderson is back after steering the Wildcats to the tournament last year.

The Schedule: The non-conference schedule is pretty easy, though the two games against No. 4 Louisville (Baseball America) could end up being some of the most anticipated college baseball games in the history of the state. There's also a game in Myrtle Beach against the generally solid Coastal Carolina program. The conference is a bit more of a slog. The Wildcats draw Arkansas, LSU and both Mississippi teams out of the SEC West -- in case you haven't noticed, that would be the top four teams in the division as voted on by the coaches. The series against Florida and South Carolina are both road sets. One particularly brutal stretch includes a series at Ole Miss and then a home stand that features the Arkansas series, a game against Wright State and then the Vanderbilt series. Kentucky's chances at winning the division could be decided in that 10-game stretch.

Prognosis: Kentucky won't be a surprise team this year. Last year was no fluke, and with a lot of the same players back, it's not going to shock anyone too much if the Wildcats start off hot again. But there's no margin for error this year. The Wildcats should make the NCAA tournament, but it's not clear that they can get the No. 1 seed that eluded them last year, and it's not clear that they would have as good a chance to get to Omaha if they make the field. Then again, there were a lot of caveats placed on the boldest of predictions about Kentucky in 2012 -- and we see where that landed them.

Feds catch convicted Miami lawyer-banker on lam for 27 years in Mexico

Back in the 1980s, Miami lawyer Manuel Lopez-Castro was convicted of racketeering charges for helping a marijuana smuggler flush with cash buy a majority interest in Sunshine State Bank during the heyday of drug trafficking and money laundering in South Florida.

But rather than surrender to start his 27-year prison sentence in early 1986, Lopez-Castro fled to various Latin American countries before settling in Mexico, where he eventually dropped the ?Castro? in his last name, authorities say.

This week, the feds finally caught up with the longtime fugitive.

A team of U.S. Marshals flew to Cancun after the agency recently obtained intelligence placing Lopez-Castro, 61, in the resort city. On Tuesday, the marshals and Mexican national police coordinated a planned traffic stop to arrest him. He jumped out of his vehicle and ran, but didn?t get far.

Mexican authorities officially deported Lopez-Castro, who lied he was a Mexican citizen but was actually a Cuban national naturalized in the United States in 1977. Mexican immigration agents escorted him on a flight Wednesday to Miami International Airport, where he was turned over to U.S. Marshals.

On Thursday afternoon, Lopez-Castro will be in Miami federal court where he was convicted at trial in October 1985.

After fleeing the following year, he was suspected of traveling to Spain, then Costa Rica, Argentina, Venezuela, Panama and finally Mexico. His fugitive case was considered ?cold,? until it was reassigned to U.S. Marshals who specialize in foreign fugitives.

The marshals worked with the U.S. State Department in Mexico and the Mexican federal police, which did surveillance of possible associates, friends and family members of Lopez-Castro.

?On several occasions, a person believed to be the wanted suspect was seen,? according to Barry Golden, a spokesman for the U.S. Marshals. ?However, with such an extraordinary amount of time passed, they could not be sure.?

That?s when investigators hatched the plan to stop Lopez-Castro Tuesday as he left a condominium in Cancun in a vehicle with other family members. In Mexico, authorities quickly learned that he lied about his status as a Mexican citizen, uncovering that he had obtained a fraudulent Mexican birth certificate a decade ago.

At trial in 1985, Lopez-Castro was convicted of helping a major marijuana smuggler, Jose Antonio Fernandez, buy Sunshine State Bank in South Miami. According to an indictment, the lawyer acted as a bank official who assisted its executives, co-defendants Ray and Rafael Corona, in laundering the smuggler?s drug profits.

Lopez-Castro failed to show up on Jan. 28, 1986, at a federal prison in Tallahassee. That?s when the lawyer, disbarred after his conviction, was to begin serving his sentence.

Then-U.S. District Judge James W. Kehoe signed a warrant for Lopez-Castro?s arrest. He had been free on bonds totaling $260,000 while he appealed his conviction.

Lopez-Castro?s parents had pledged their home as part of the collateral for the bonds. Castro had surrendered his U.S. passport when the bonds were set. He had been known to travel frequently to Costa Rica and Panama.

Federal agents searched Lopez-Castro?s home at 8100 Old Cutler Rd. for information about his disappearance. Prosecutors eventually seized the property, which was valued at $350,000.

UK cost agency says "no" to Novartis blood cancer drug Jakavi

LONDON (Reuters) - A new drug from Novartis for myelofibrosis, a rare blood cancer, is not worth using on the state health service, Britain's healthcare cost watchdog said on Wednesday.

The National Institute for Health and Clinical Excellence (NICE) said it had issued new draft guidance not recommending Jakavi because it could not be considered a cost-effective use of resources.

The drug costs 3,600 pounds ($5,600) for a 60-tablet pack, corresponding to an annual cost of approximately 43,200 pounds per patient.

Jakavi, which was licensed from Incyte, was given a marketing authorization in Europe last August.

Industry analysts expect it to have annual worldwide sales of around $1.5 billion by 2017, according to consensus forecasts compiled by Thomson Reuters Pharma.

The NICE draft guidance is now out for consultation, ahead of a final decision on the medicine expected in June.
