Are you considering having your wedding at a particular bed and breakfast inn? Bed and breakfast inns are known not only for having an intimate setting but also for their special services. If you are considering having your wedding at a particular inn, then here are some tips that you should keep in mind.

Choose an Inn Based on Your Personality as a Couple

There are literally hundreds of bed and breakfast inns you can choose from. Some inns are located in the country while some are located near a beach. If you are lucky, you may find a bed and breakfast house near a lake. Alternatively you may want inns located in the mountains which usually provide breathtaking views of nature or historic mansions for couples with unique interests.

Consider Your Guests

If you chose a bed and breakfast inn as the location for an event, then you should also consider the number of guests that are coming with you. You need to do this so that you can book enough rooms for them. While these inns can provide a fabulous setting for an event, they are usually located off of the beaten path. You may need to make some arrangements then so that your guests can stay with you at the inn prior to the event.

Check the Grounds

If you are planning to hold the ceremony and reception in a particular bed and breakfast house, then you should check if the grounds can accommodate your guests. Also, look for particulars such as a gazebo or a place for a stage that can provide a nice touch. These will make sure that the place can accommodate everything before the big day.

Think about your Honeymoon

These inns usually provide a honeymoon suite which you can use before and after the event. While these rooms are useful to accommodate guests, you can also stay there for your honeymoon. With the special treatment that these houses give to couples, you may even get some free treats and flowers in the process.

Ask about Catering

You may save some money and headaches from dealing with outside caterers by having your wedding food created in-house. You may need to talk with the owner of the house to work this out but this is often easier than arranging it separately. Just be sure to taste the food in advance. Ask for samples and if you want them to cook a particular recipe, tell them in advance so they can make some arrangements.

Flowers and Decors

If you are going to hold your event at their location, you can ask them if they can set up the place for you. They may charge an additional fee but try to work out a deal that can work for both of you. Also, be sure to talk to them about your wedding theme if you decide to hire them.

Bed and breakfast houses will always remain an attractive setting for weddings. With their focus on romance and special treatments, they will continue to be home to many happy memories.

(AP) ? For the older ? OK, squarer ? side of the generation gap, Andy Williams was part of the soundtrack of the 1960s and '70s, with easy-listening hits such as "Moon River," the "Love Story" theme and "The Most Wonderful Time of the Year" from his beloved Christmas TV specials.

The singer known for his wholesome, middle-America appeal was the antithesis of the counterculture.

"The old cliche says that if you can remember the 1960s, you weren't there," Williams once recalled. "Well, I was there all right, but my memory of them is blurred ? not by any drugs I took but by the relentless pace of the schedule I set myself."

The 84-year-old entertainer, who died Tuesday night at his Branson home following a yearlong battle with bladder cancer, outlasted many of the decade's rock stars and fellow crooners such as Frank Sinatra and Perry Como. He remained on the charts into the 1970s and continued to perform into his 80s.

Because of illness, Williams hadn't performed in several months at his Moon River Theatre in Branson, where hundreds of fans turned out for two shows Wednesday that organizers quickly turned into tributes that included video of Williams performing. One especially moving clip from his 1960s television show included Williams singing his trademark song, "Moon River."

Sisters Carol and Ruth Harding said they drove from suburban Denver to see the evening show, explaining they'd been Williams fans since they were teenagers. Now in their early 70s, the women, who are married to brothers, said they'd seen him perform numerous times ? including 10 trips to his Christmas show.

"It's not going to be the same without him," Ruth Harding said. "It's like losing a family member. He's been part of our family."

Williams became a major star in 1956, the same year as Elvis Presley, with the Sinatra-like swing number "Canadian Sunset." For a time, he was pushed into such Presley imitations as "Lips of Wine" and the No. 1 smash "Butterfly."

But he mostly stuck to what he called his "natural style" and kept it up throughout his career. In 1970, when even Sinatra had temporarily retired, Williams was in the top 10 with the theme from "Love Story," the Oscar-winning tearjerker. He had 18 gold records, three platinum and five Grammy Award nominations.

Williams was also the first host of the live Grammy Awards telecast and hosted the show for seven consecutive years, beginning in 1971.

Movie songs became a specialty, including his signature "Moon River." The longing Johnny Mercer-Henry Mancini ballad was his most famous song, even though he never released it as a single because his record company feared such lines as "my huckleberry friend" were too confusing and old-fashioned for teens.

The song was first performed by Audrey Hepburn in the cherished 1961 film "Breakfast at Tiffany's," but Mancini thought "Moon River" ideal for Williams, who recorded it in "pretty much one take" and also sang it at the 1962 Academy Awards. Although "Moon River" was covered by countless artists and became a hit single for Jerry Butler, Williams made the song his personal brand. In fact, he insisted on it.

"When I hear anybody else sing it, it's all I can to do stop myself from shouting at the television screen, 'No! That's my song!'" Williams wrote in his 2009 memoir titled, fittingly, "Moon River and Me."

He had been a constant presence on television with "The Andy Williams Show," which lasted in various formats through the 1960s and into 1971. It won three Emmys and featured Williams alternately performing his stable of hits and bantering with guest stars.

It was on that show that Williams ? who launched his own career as part of an all-brother quartet ? introduced the world to another clean-cut act: the original four singing Osmond Brothers of Utah. Four decades later, the Osmonds and Williams would find themselves in close proximity again, sharing Williams' theater in Branson.

Williams did book some rock and soul acts, including the Beach Boys, the Temptations and Smokey Robinson. On one show, in 1970, Williams sang "Heaven Help Us All" with Ray Charles, Mama Cass and a then-little known Elton John, a vision to Williams in his rhinestone glasses and black cape. But Williams liked him and his breakthrough hit "Your Song" enough to record it himself.

For many families, Williams and his music were a holiday tradition. His annual Christmas specials continued long after his show ended, featuring Williams dressed in colorful sweaters singing favorites that almost always included "The Most Wonderful Time of the Year," a song written for Williams that became a holiday standard.

Williams' act was, apparently, not an act. The singer's unflappable manner on television and in concert was mirrored offstage.

"I guess I've never really been aggressive, although almost everybody else in show business fights and gouges and knees to get where they want to be," he once said. "My trouble is, I'm not constructed temperamentally along those lines."

His wholesome image endured one jarring interlude.

In 1976, his ex-wife, former Las Vegas showgirl Claudine Longet, shot and killed her lover, skiing champion Spider Sabich. The Rolling Stones mocked the tragedy in "Claudine," a song so pitiless that it wasn't released until decades later. Longet, who said the slaying was an accident, spent only a week in jail. Williams stood by her. He escorted her to the courthouse, testified on her behalf and provided support for her and their children, Noelle, Christian and Robert.

Also in the 1970s, Williams was seen frequently in the company of Ethel Kennedy, Robert Kennedy's widow. The singer denied any romantic involvement.

He was born Howard Andrew Williams in Wall Lake, Iowa, on Dec. 3, 1927, and began performing with older brothers Dick, Bob and Don in the local Presbyterian church choir. Their father, postal worker and insurance man Jay Emerson Williams, was the choirmaster and the force behind his children's career.

When Andy was 8, his father arranged for the kids to have an audition on Des Moines radio station WHO's Iowa Barn Dance. They were initially turned down but kept returning until they were finally accepted. The show attracted attention from Chicago, Cincinnati and Hollywood. Another star at WHO was a young sportscaster named Ronald Reagan, who would later praise Williams as a "national treasure."

The brothers later worked with Kay Thompson, a singer who eventually became famous for the "Eloise" children's books. She had taken a position as vocal coach at MGM studios, working with Judy Garland, June Allyson and others. After three months of training, Thompson and the Williams Brothers broke in their show at the El Rancho Room in Las Vegas, drawing rave reviews and as much as $25,000 a week.

After five years, the three older brothers, who were starting their own families, had tired of the constant travel and left to pursue other careers.

Williams initially struggled as a solo act and was so broke at one point that he resorted to eating food intended for his two dogs.

A two-year TV stint on Steve Allen's "Tonight Show" and a contract with Cadence Records turned things around. Williams later formed his own label, Barnaby Records, which released music by the Everly Brothers, Ray Stevens and Jimmy Buffett.

Williams was a lifelong Republican who once accused President Barack Obama of "following Marxist theory." But he acknowledged experimenting with LSD, opposed the Nixon administration's efforts in the 1970s to deport John Lennon and in 1968 was an energetic supporter of Robert Kennedy's presidential campaign.

When Kennedy was assassinated in Los Angeles in June 1968, just after winning the California Democratic primary, Williams sang "The Battle Hymn of the Republic" at his funeral.

"We chose that song because he used it on the campaign trail," Williams later said of Kennedy, who had been a close friend. "He had a terrible voice, but he loved to sing that song. The only way I got through singing in church that day was by saying, 'This is my job. I can't let emotion get in the way of the song.' I really concentrated on not thinking about him."

After giving up touring, he settled in Branson, with its dozens of theaters featuring live music, comedy and magic acts, and was among the first wave of national entertainers to perform there regularly.

When he arrived in 1992, the town was dominated by country music, but Williams changed that with his classy, $13 million theater in the heart of the entertainment district, where he did two shows a night, six days a week, nine months of the year. Only in recent years did he cut back to one show a night. His most popular time was Christmas.

Not everyone in Hollywood accepted his move to the Midwest. "The fact is most of my friends in LA still think I'm nuts for coming here," he told The Associated Press in 1998.

He and his second wife, the former Debbie Haas, divided their time between homes in Branson and Palm Springs, Calif., where he spent his leisure hours on the golf course when Branson's theaters were dark during the winter months following Christmas.

Retirement was not on his schedule. As he told the AP in 2001: "I'll keep going until I get to the point where I can't get out on stage."

Williams is survived by his wife and his three children.

Gay Tea Party Honcho Explains ?Why I Oppose Gay Marriage ...

? IN QUOTES

A few years ago, I was on the other side of the fence on this topic. But the more I read, thought, investigated and attempted to defend my position, the more I realized that I couldn?t. I feel very strongly that gay relationships should be supported by society. I have grown convinced, however, that the term ?marriage? should not be altered or adjusted in any way.

Let?s face it: We should not attempt to force into an old construct something that was never meant for same-sex partnerships. We should welcome the opportunity to christen a new tradition, beginning a new chapter in the history of gays and lesbians within American society. Same-sex relationships are different from heterosexual relationships, and gay men and lesbians need to accept that and design their own tradition.?

National Capital Tea Party Patriots co-founder Doug Mainwaring, explaining why his fellow Maryland gays and lesbians should accept a separate but equal institution, in a Washington Post op-ed column.

Residents of the Northeastern US -- where most coal is burned and power plants are oldest -- suffer the worst effects from coal burning

BUFFALO, N.Y. -- Coal kills. That's the message of "The Silent Epidemic: Coal and the Hidden Threat to Health" by Alan H. Lockwood, MD, University at Buffalo emeritus professor of neurology. A photo of the book cover is at http://www.buffalo.edu/news/13687.

His book, which he discusses in a video at http://www.youtube.com/watch?v=SOao5GaVcKA, examines how human health is harmed by the burning of coal, which supplies nearly half of the energy in the U.S. and a far greater percentage in industrializing countries such as China, India and Brazil. While Lockwood says it's widely accepted that lifestyle choices are key determinants of health and longevity, air pollution is underappreciated as a factor behind causes of death in the U.S.

"There are these environmental factors that you don't have as much control over that are important contributors to mortality and morbidity," he explains. "Coal is a major contributing factor to the top four causes of death in the U.S.: cancer, heart disease, respiratory disease and stroke, but I think people are completely unaware that pollution from coal is responsible for huge numbers of deaths."

The book examines how coal is a factor in each of these diseases. Additional chapters examine the science, politics and economics of coal burning and global warming.

Beyond the top four causes of death, Lockwood adds, new scientific studies are beginning to show that coal burning also may play a role in neurodegenerative diseases, such as Alzheimer's disease and Parkinson's disease.

Lockwood, a board member with Physicians for Social Responsibility, became interested in how coal affects human health while writing a white paper on the subject for the organization. All profits from the book will be donated to the organization.

"That's when it really began to strike home with me that coal was a major source of air pollution damaging the health of Americans," says Lockwood. "The worst health effects of coal are felt by residents of states in the Northeastern U.S., east of the Mississippi, where most coal is burned and where the power plants are the oldest."

Coal burning causes disease through two main mechanisms, Lockwood explains: through the inflammatory response that inhaled particulate matter triggers in the body and through the penetration into the brain of inhaled particulate matter.

Lockwood, who was an early-adopter of solar technology for his own home, provides advice in the book to consumers on how to reduce their energy consumption. He also suggests that people become "energy advocates," promoting conservation and sustainable energy sources in public forums and to their elected officials.

10 Sports Cars That Cost Insurance Companies A Ton Of Cash

The Insurance Institute for Highway Safety just released its latest status report?on insurance claim information.

When it comes to collision coverage, by far the most expensive vehicles are luxury sports cars: They're powerful, hard to repair, and attract drivers who like going fast.

Among those ranked "worst" by the institute were Maseratis, Ferraris, and Lexuses.

The "overall losses" figure refers to the amount each insured car on the road cost the insurer: So the overall loss of $134 for the Chevy Tahoe hybrid means that for every Tahoe on the road, insurance companies paid out $134.

Arctic sea ice in 'uncharted territory,' say researchers

As Arctic sea ice melted to the lowest level ever recorded, researchers said they were unprepared for the speed of this facet of climate change. As Arctic ice melts, scientists worry it will add heat and moisture to the globe's climate system.

By Deborah Zabarenko,?Reuters / September 20, 2012

This image shows the amount of summer sea ice in the Arctic on Sunday, Sept. 16, 2012, at center in white, and the 1979 to 2000 average extent for the day shown with the yellow line. Sea ice in the Arctic shrank to an all-time low on Sunday, Sept. 16, 2012.

Arctic sea ice, a key indicator of climate change, melted to its lowest level on record this year before beginning its autumnal freeze, researchers at the?U.S. National Snow and Ice?Data Center?said on Wednesday.

The extent of ice?probably hit its low point on Sept. 16, when it covered 1.32 million square miles (3.42 million square km) of the Arctic?Ocean, the smallest amount since satellite records began 33 years ago.

Changing weather conditions could further shrink the extent, the center said. A final analysis is expected next month.

The record was broken on Aug. 26, when the ice?shrank below the record set in 2007. After that, it kept melting for three more weeks, bringing the ice?extent - defined by NSIDC as the area covered by at least 15 percent ice?- to nearly half of the 1979-2000 average.

"We are now in uncharted territory,"?Mark Serreze, the center's director, said in a statement. "While we've long known that as the planet warms up, changes would be seen first and be most pronounced in the Arctic, few of us were prepared for how rapidly the changes would actually occur."

The summer?ice isn't just dwindling. It is also thin, relatively fragile seasonal ice?instead of the hardier multi-year ice?that can better withstand bright sunlight.

"The strong late-season decline is indicative of how thin the ice?cover is," said NSIDC's Walt Meier. "Ice has to be quite thin to continue melting away as the sun goes down and fall approaches."

The Arctic?is a potent weather-maker for the temperate zone, and is sometimes dubbed Earth's air conditioner for its cooling effects. However, as ice?wanes and temperatures rise in the far north, the Arctic?could add more heat and moisture to the climate system.

More extreme weather?

"What happens in the Arctic?doesn't stay in the Arctic," said?Dan Lashof, a climate scientist at the nonprofit Natural Resources Defense Council. "This has a real impact on Americans where they live and work."

Melting Arctic?ice changes the shape and position of the jetstream, allowing tropical air to penetrate further north and Arctic?air to penetrate further south, Lashof said in a telephone interview, leading to more extreme weather.

"That is a truly staggering rate of melting, far beyond what scientists thought would happen a few years ago,"?Bob Ward?of the?London School of Economics?and Political Science said in a statement. "Policy-makers need to wake up to the scale and pace of the impacts from climate change."

Recent climate models suggest the Arctic?could be free of?ice?before 2050. But the observed rate of melting is faster than what is shown in many of the models, according to NSIDC scientist?Julienne Stroeve.

Both the?Northwest Passage?along?Canada's coast and the Northern Sea?Route along?Russia?were open to traffic this summer, and investors gathered in?Alaska?last month to discuss commercial and transportation opportunities for the Arctic.

The environmental group?Greenpeace International?took issue with that approach.

"Rather than dealing with the root causes of climate change, the current response from our leaders is to watch the?ice?melt and then divide up the spoils," the group's executive director,?Kumi Naidoo?said in a statement.

Singer Fiona Apple arrested on drug charge in Texas

SAN ANTONIO (Reuters) - Grammy-winning singer Fiona Apple spent the night in a Texas jail after being arrested late Wednesday on a felony drug possession charge at a border patrol checkpoint where her tour bus was searched, local officials said.

Apple, 35, was taken into custody in Sierra Blanca, the same small west Texas town where authorities previously nabbed singer Willie Nelson, rapper Snoop Dogg and "The Social Network" actor Armie Hammer on drug charges.

The singer-songwriter had 4 grams of hashish, a form of cannabis, in her possession, said Rusty Fleming, spokesman for the sheriff in Hudspeth County, of which Sierra Blanca is the county seat.

Fleming said there were seven other people on the bus, but Apple admitted the drugs were hers and everybody else was allowed to drive on. She was respectful and calm, though became concerned when she learned she would have to stay in jail overnight, he said.

She was released after posting bail on Thursday, and her jail stay passed "without incident," Fleming said.

Asked why so many celebrities have been arrested in the town on Interstate 10, County Judge Becky Dean-Walker said, "because they come through here with stuff they shouldn't have".

The Interstate 10 highway runs coast-to-coast across the United States between California and Florida.

Apple, who won a Grammy for the single "Criminal" off her 1996 debut album "Tidal," was due to perform in Austin on Thursday night but the venue's website said the show was postponed.

A spokeswoman for Apple declined to comment.

(AP) ? Seeking to avoid any delays in the Colorado movie theater shooting case, prosecutors gave up their fight to see a notebook the suspect sent to a university psychiatrist and instead argued for a palm print to compare with one found on the inside of a theater exit door.

James Holmes appeared in court Thursday with short brown hair instead of a wild shock of orangish-red hair and seemed more animated than he has been in the past. He smiled and glanced around the courtroom, looking at his lawyers and reporters covering the hearing. He appeared to be moving his mouth but not actually talking.

Family members receiving updates about Holmes from the courtroom said it's all an act by the former University of Colorado, Denver, neuroscience graduate student to appear mentally ill.

"He's just putting on a show," said Greg Medek of Aurora, whose daughter Micayla, 23, died in the shooting. "I don't think he's crazy. He's just evil."

Jessica Watts, whose cousin Jonathan Blunk, 26, died in the shooting was in the courtroom and provided the update to Medek.

"I don't want them rushing anything," Watts said. "I know they're (prosecutors) going to fight for this case."

Holmes faces 152 charges in the July 20 shooting that killed 12 people and wounded 58 others.

Holmes has not entered a plea and won't do so until after a preliminary hearing, where prosecutors are to present evidence supporting the charges. That hearing is currently scheduled to begin Nov. 13.

Holmes' mental health played a role in the prosecutors' decision to drop their pursuit of the notebook, which purportedly contains violent descriptions of an attack. Deputy District Attorney Rich Orman said it's likely that prosecutors would gain access to the notebook, now in the custody of the court, should Holmes' mental health become an issue.

Defendants who plead not guilty by reason of insanity give up some patient-doctor privacy protections.

Orman said he didn't want to delay the case by the appeals that were expected to follow any decision by Arapahoe County District Court Judge William B. Sylvester over access to the notebook.

"We still think we have good and compelling evidence that the notebook should not be privileged," Orman said, adding that because of possible delays, "we're not asking to look at it."

Prosecutors argued for Holmes to submit a palm print in order to compare it with one found at the scene.

Orman said that standard fingerprints could not be used to compare the print found at the theater. Defense attorney Daniel King objected on the grounds that Holmes had already been fingerprinted and being forced to submit an additional print is unreasonable.

Sylvester did not immediately rule on the prosecution's request.

Defense attorneys say Holmes is mentally ill and that the notebook, sent to Dr. Lynne Fenton, shouldn't be released because of doctor-patient privilege.

Prosecutors have argued that the notebook sent in the hours before the shooting and its contents are fair game. Holmes planned to be dead or in prison after the shooting rampage at a special midnight showing of "The Dark Knight Rises," they said, and he had no plans to undergo therapy.

Fenton last saw Holmes professionally on June 11 before seeing him again in court on Aug. 30.

Former Denver prosecutor Karen Steinhauser said prosecutors want the notebook to bolster their case that the shooting was deliberately planned and carried out by a sane person.

But should Holmes plead insanity, prosecutors would have the right to materials, including the notebook, which the examining psychiatrist would have used to form a professional opinion about Holmes' sanity.

If Holmes is considered mentally ill, but competent to stand trial, the notebook could remain off limits to the prosecution.

Steinhauser also said prosecutors might be able to gain access to the notebook through an "implied waiver" of privilege should Holmes talk about its contents to inmates or jail guards.

"They (prosecutors) believe they will ultimately have access to that notebook," said Steinhauser, who is also a law professor at the University of Denver. "They want to keep this case moving."

Holmes has not entered a plea and won't do so until after a preliminary hearing, where prosecutors are to present evidence supporting the charges. That hearing is currently scheduled to begin Nov. 13.

Pawlenty quits Romney campaign to head bank lobby group

WASHINGTON (Reuters) - Former Minnesota governor Tim Pawlenty quit his position in the campaign of Republican presidential candidate Mitt Romney on Thursday to become a leading Washington lobbyist for Wall Street banks. He said he continued to support Romney.

Pawlenty will be the head of the Financial Services Roundtable, a U.S. lobbying group that represents JP Morgan Chase & Co and Wells Fargo & Co, among other financial companies.

After giving up his own bid for the Republican presidential nomination last year, Pawlenty backed Romney and has been a national co-chairman of that campaign. Pawlenty was passed over to become Romney's vice presidential running mate in favor of Wisconsin Congressman Paul Ryan.

Pawlenty's departure comes as Romney is struggling to stabilize his White House bid after a secretly recorded video showed him disparaging a large part of the U.S. electorate.

While Pawlenty made regular appearances in the media to promote Romney, he was not a major figure in the former Massachusetts governor's campaign ahead of the November 6 election.

Pawlenty takes over as president and chief executive officer of the industry group on November 1 and will replace outgoing CEO Steve Bartlett, whose departure was announced earlier this year.

"Recognizing the bipartisan nature of the Roundtable, I have resigned from my position as the Romney national co-chair and continue, of course, to support Mitt," Pawlenty told reporters.

He said that the career move meant he would not play a role in a Romney administration if the Republican contender beats Democratic President Barack Obama.

Romney said Pawlenty will be missed on the campaign.

"While I regret he cannot continue as co-chair of my campaign, his new position advancing the integrity of our financial system is vital to the future of our country. I congratulate him on his new position and wish him every success in carrying out his new mission," Romney said in a statement.

TOP LOBBYIST

As a top lobbyist, Pawlenty will play a major role in the industry's efforts to make the new Dodd-Frank rules, which Congress passed in 2010 in response to the 2007-2009 financial crisis, more favorable for Wall Street as regulators implement the law.

The measure - a response to the crisis fueled by risky financial swaps trading at some firms that required multibillion-dollar tax-payer bailouts - has yet to be fully enacted. Banks are still under fire from reform groups for their roles in the crisis.

"There is progress that has been made in terms of restoring the reputation and credibility of the financial services industry in this country, but more work needs to be done," Pawlenty told reporters.

While Pawlenty is generally regarded as a pro-business conservative, he has made comments critical of Wall Street.

"I went to Wall Street and told them to get their snouts out of the trough because they are some of the worst offenders when it comes to bailouts and carve-outs and special deals," Pawlenty said in June, 2011 at a Faith and Freedom Coalition Conference in Washington DC.

On Thursday, Pawlenty offered few specifics about the reforms he would seek as head of the group, but said the implementation of Dodd-Frank created some "challenges around vagueness and duplication of effort and oversight" that required refinement and clarification.

He also stressed that despite his role in the Romney campaign, he was well suited to reaching out to Democrats. "I understand the importance of taking a bipartisan approach to these issues ... and I have got a history and a record of doing that."

The Financial Services Roundtable represents 100 integrated financial services companies and accounts for $92.7 trillion in managed assets, $1.2 trillion in revenue, and 2.3 million jobs, according to the group.

The group spent $4.5 million on lobbying in the first two quarters of 2012.

Welcome to the neighborhood, Mitt Romney

Groups that Mitt Romney doesn?t have much affection for, per the infamous video of the Republican nominee speaking at a closed-door fundraiser: a) people who support President Obama; b) people who don?t pay federal income taxes; c) people who rely on government programs.

But a look at the numbers suggests that Romney had better get used to all three categories of those folks: They?ll be his new neighbors should he win the White House and relocate to the nation?s capital.

In fact, forget 47 percent, the segment of the electorate Romney dismissed in the video as free-loading Obama supporters. In the 2008 election, Washington, D.C., gave Obama 92.9 percent of its vote.

As for those missing from the federal income-tax rolls, about 27 percent of Washington residents did not pay federal income tax in 2010, according to latest data available from the Internal Revenue Service and provided to the National Journal by the nonpartisan Tax Foundation.

That actually means the capital has one of the highest percentages of federal income taxpayers. Other states, many of them firmly in the GOP column, as The Atlantic pointed out, have much higher proportions of non-payers, such as Mississippi (45 percent) or even Romney?s native Michigan (35 percent).

Although no tax organization has done a thorough state-by-state analysis, evidence suggests that D.C. residents who are not paying federal income tax fall in line with the national profile of non-payers: senior citizens and low-income families who claim deductions designed to ease their burden, the unemployed, and others who have too little income to tax. ?

In 2010, records show, 21,420 (6.7 percent) out of the approximately 323,000 D.C. residents who filed tax returns collected unemployment benefits; 54,088 (16.7 percent) claimed the earned-income tax credit, and 29,000 (9 percent) deducted the child tax credit. All of those are pinpointed as policies that get people to zero when they calculate their income taxes.

Despite the relatively cushy quality of life Washington?s professional class enjoys, the unemployment rate stands at a stubborn 9 percent, nearly a quarter of D.C. households make less than $20,000 a year, and the poverty rate is the third-highest in the country at 19.9 percent, according to the D.C. Fiscal Policy Institute, a nonprofit group which does research on tax and budget issues facing low-income families.

And those pesky government benefits that, in Romney?s view, keep people in a state of dependency and victimhood? According to the Kaiser Family Foundation, 23 percent of D.C. residents received Medicaid benefits in 2009-2010 and 10 percent received Medicare benefits.

Some of Romney?s new neighbors have a dim view of him as a result of his not-so-flattering comments. Take Tarik Mickels, 34-year-old father of three who lives in southeast D.C.

Mickels was in construction until work started drying up. He sought the help of a public-private social-services agency to brush up on his job-hunting skills when he became unemployed earlier this year.

Mickels didn?t pay income taxes last year on the approximately $26,000 he took in, but he said that shouldn?t discount him as a productive citizen.

?I always want to work. I?m a man, and my mother raised me like that. I don?t feel right as a man sitting by and waiting for someone to give me something,? he said. ?It?s not about choice; it?s more about circumstance.?

Now he holds two jobs, one at the electric utility Pepco and one at a car dealership. Mickels says of Romney: ?Maybe he?s never been through that.??
