European Union: ?Broke? Cyprus to assume EU presidency

Think of Cyprus and what might first come to mind is the country's enduring feud with Turkey, which has occupied the northern part of the island since 1974.

The country, which joined the European Union in 2004, hopes it can project a different image from July 1, when it takes over the six-monthly rotating EU presidency from Denmark for the first time.

But whether this will be for the better or worse remains open to speculation. Given Cyprus? precarious economic state, Europe watchers are wondering what the country might achieve at the head of a Europe in a similarly parlous position.

?A dog guarding the sausages?

Kurt Lauk, president of the economic council of Angela Merkel's Christian Democrats didn?t mince his words: ?This is the paradox of the European Union, that the dog should be put in charge of the supply of sausages!? He called for all countries that have received bailouts to be barred from holding the presidency.

Heavily exposed to the banking crisis of its big brother Greece, Cyprus is running a debt of 14 billion euros, and its deficit of 6.3 percent is one of the highest in the eurozone.

On Monday it requested a bailout from the EU, which has since been approved. The European Commission, the European Central Bank and the International Monetary Fund (IMF) will begin assessing next week how much bailout money will be needed to prop up the country?s banks.

At the same time, the country?s communist president Demetris Christofias has irked Europe by seeking bilateral aid from Russia and China, albeit at an interest rate 2% higher than from the EU. Cyprus has close ties with Russia, whose economic and political presence in the island has no equivalent elsewhere in Europe.

French daily Le Monde explained the reasoning: ?Cyprus is worried about the possibility of a visit from troika experts that could accompany EU aid. [...] Even more daunting than the possibility of pressure to raise the island?s 10% corporate tax rate, which is the lowest in Europe, Cyprus is alarmed by the prospect of austerity.?

On the ground however, local press report an upbeat mood, with the presidency expected to boost morale about the ailing economy.

?I think the presidency is something that can lift the mood, and maybe distract people?s attention,? said Jacqueline Agathocleous, a journalist for the English daily Cyprus Mail, adding that the arrival of delegates would be good for business.

Turkey in a tizz

The ongoing dispute with Turkey adds another dimension to Cyprus? impending presidency. Turkey occupied the island?s north in 1974, which subsequently declared itself the Turkish Republic of Northern Cyprus. This sovereign entity lacks international recognition and remains isolated from the rest of Europe.

Turkey has previously stated it will boycott the Cyprus presidency and warned it may freeze relations with the EU, and even formally annex the north.

Earlier this week, hundreds of Turkish Cypriots staged a protest on the streets of Brussels against the upcoming presidency, saying the rights of the island?s Turkish minority were being ignored.

A better Europe

Yet Cyprus? political class remains undeterred by the difficulties. In May, Deputy Minister to the President for European Affairs Andreas Mavroyiannis said: ?The Cyprus issue and the Cyprus presidency of the EU are two parallel and independent processes, and we will not accept to have a second-class presidency due to our national problem and to the stance of Turkey towards the Council of the EU.?

The country?s main objective for the presidency is ?to work towards a Better Europe, a Union more relevant to its citizens and the world.? This agenda will be pursued against two themes of ?solidarity and social cohesion? and ?effectiveness and growth?.

Mavroyiannis conceded the subjects that Cyprus will be able to address have been ?more or less predetermined? since these are inherited from the previous presidencies and from the EU?s 2012 work programme.

However, there is still room to champion a few signature issues. Chief among these for Cyprus include negotiations of the new Multi-annual Financial Framework for 2014-20, which is a mechanism for keeping EU spending predictable and subject to strict budget discipline.

And for all Turkey?s grandstanding, Mavroyiannis also had an olive branch to extend: ?The reinforcement of Turkey?s accession prospect is of critical importance, and the presidency will focus on advancing this prospect,? he said.

Health Insurance Mandate Upheld | Dispatches from the Culture Wars

Reports are out that the individual mandate has been upheld by a 5-4 ruling, with Chief Justice John Roberts joining the four liberal members of the court in upholding the mandate under Congress? power to tax. I?m not shocked by this. The law was written that way on purpose, enforcing the mandate through the tax code because the Constitution explicitly grants the power to tax to Congress. No link to the ruling yet.

Amy Howe at SCOTUSblog offers this key quote from the ruling:

Our precedent demonstrates that Congress had the power to impose the exaction in Section 5000A under the taxing power, and that Section 5000A need not be read to do more than impose a tax. This is sufficient to sustain it.

The ruling is now available on the Supreme Court website. Get it before the server crashes. Here?s the key section from the syllabus:

Such an analysis suggests that the shared responsibilitypayment may for constitutional purposes be considered a tax. The payment is not so high that there is really no choice but to buy healthinsurance; the payment is not limited to willful violations, as penalties for unlawful acts often are; and the payment is collected solely by the IRS through the normal means of taxation. None of this is to say that payment is not intended to induce the purchase of health insurance. But the mandate need not be read to declare that failing to do so is unlawful. Neither the Affordable Care Act nor any other law attaches negative legal consequences to not buying health insurance, beyond requiring a payment to the IRS. And Congress?s choice of language?stating that individuals ?shall? obtain insurance or pay a ?penalty??does not require reading ?5000A as punishing unlawful conduct. It may also be read as imposing a tax on those who go without insurance.

(AP) ? Grinning and waving, 14 women who survived the horrors of World War II paraded Thursday in an unusual pageant, vying for the honor of being crowned Israel's first "Miss Holocaust Survivor."

Billed by organizers as a celebration of life, the event also stirred controversy. In a country where millions have been touched by the Holocaust, many argued that judging aging women who had suffered so much on physical appearance was inappropriate, and even offensive.

"It sounds totally macabre to me," said Colette Avital, chairwoman of Israel's leading Holocaust survivors' umbrella group. "I am in favor of enriching lives, but a one-time pageant masquerading (survivors) with beautiful clothes is not what is going to make their lives more meaningful."

Pageant organizer Shimon Sabag rejected the criticism, saying the winners were chosen based on their personal stories of survival and rebuilding their lives after the war, and physical beauty was only a tiny part of the competition.

"They feel good together. They are having a good time and laughing in the rehearsals," said Sabag, director of Yad Ezer L'Haver, or Helping Hand, which assists needy Holocaust survivors and organized the pageant.

"The fact that so many wanted to participate proves that it's a good idea."

Nearly 300 women from across Israel registered for the competition and contestants were whittled down to the 14 finalists who appeared Thursday.

The contest, part of Helping Hand's annual "cultural" night, included a lavish dinner and music at a Haifa reception hall. Some 600 people attended, including two Cabinet ministers, Moshe Kahlon and Yossi Peled, himself a Holocaust survivor.

The women, ranging in age from 74 to 97, clearly enjoyed themselves. Wearing black dresses, earrings and necklaces, and sporting blue-and-white numbered sashes, they grinned and waved as they were introduced to the adoring audience. Music played as the contestants walked along a red carpet, introduced themselves and described their memories of World War II.

"I have the privilege to show the world that Hitler wanted to exterminate us and we are alive. We are also enjoying life. Thank God it's that way," said Esther Libber, a 74-year-old runner-up who fled her home in Poland as a child, hid in a forest and was rescued by a Polish woman. She said she lost her entire immediate family.

A four-judge panel consisting of three former beauty queens and a geriatric psychiatrist who specializes in treating Holocaust survivors chose the winner. Hava Hershkovitz, a soon-to-be 79-year-old, was banished from her home in Romania in 1941 and sent to a detention camp in the Soviet Union for three years. Today, she lives in an assisted living home run by Helping Hand.

"This place is full of survivors. It puts us at the center of attention so people will care. It's not easy at this age to be in a beauty contest, but we're all doing it to show that we're still here," the silver-haired Hershkovitz said.

Wearing a glittering tiara, she was joined by her granddaughter, Keren Hazan. "I'm very proud of her because she's the most beautiful woman in the room tonight," Hazan said.

In addition to the contestants' accounts of surviving Nazi ghettos and concentration camps, their later contributions to their communities were also considered, Sabag said. Physical appearance was maybe "10 percent" of the criteria, he said, though a cosmetics company was recruited to help the women dress up for the occasion.

"We always tell them to dress well and look good. To think positive and to take care of themselves," Sabag said. "Always look at life with a smile and continue to live."

The thought that physical appearance could even remotely be a factor rubbed some the wrong way. Avital, of the Holocaust survivors' umbrella group, criticized the cosmetics company, saying it was using Holocaust survivors in a cheap marketing stunt to promote their products.

"Why use a beauty contest to show that these people survived and that they're brave?" wondered Lili Haber, a daughter of Holocaust survivors who heads an Israeli organization that assists survivors from Poland. "I think it's awful. I think it's something a decent person shouldn't even think about."

The Holocaust, in which Nazi Germany oversaw the systematic slaughter of 6 million European Jews, plays a unique role in Israeli society. The country gained independence in the wake of the Holocaust, serving as a refuge for hundreds of thousands of people who survived the genocide.

Nearly 200,000 aging survivors live in Israel today, and the country's annual Holocaust Day is one of the most solemn occasions on the calendar. Restaurants and cinemas close, and the country comes to a standstill as sirens wail for two minutes. Israeli leaders, including Prime Minister Benjamin Netanyahu, frequently make references to the Holocaust when discussing the threat they believe a nuclear-armed Iran would pose to the Jewish state.

Thursday's contest was among the many unconventional beauty pageants that have sprouted up over the years. The war-torn countries of Angola and Cambodia have held "Miss Landmine" contests for survivors of land mine explosions, Star Trek fans enjoy the "Miss Klingon Empire" contest in Atlanta, and plus-sized women in Thailand compete for the honor of "Miss Jumbo Queen." There are also a senior citizens' pageants in the U.S.

Gal Mor, editor of the popular Israeli blog "Holes in the Net," said Thursday's pageant was well-intentioned but misguided.

"Why should a decayed, competitive institution that emphasizes women's appearance be used as inspiration, instead of allowing them to tell their story without gimmicks?" he wrote. "This is one step short of 'Survivor-Holocaust' or 'Big Brother Auschwitz.' It leaves a bad taste. Holocaust survivors should be above all this."

Bill Schneider: Is Everything Under Control?

Barack Obama is facing the most dangerous period of his presidency. The danger is that he will not appear to be in control of events. If that perception takes hold, voters will conclude that the president is not up to the job. And they will abandon him.

It is a great fiction, of course, that a president is in control of events. Presidents rarely are. The point is that a president has to appear to be in control. Otherwise the voters feel frightened and leaderless, at the mercy of forces that are out of control.

The challenge becomes particularly acute during natural disasters -- events that are beyond anyone's control. That is when people are desperate to believe that the situation is under control. President Bush faced that challenge when Hurricane Katrina struck the Gulf Coast in 2005. Instead of immediately taking charge, President Bush appeared remote and passive -- a detached spectator viewing the damage from the air. A great American city was nearly destroyed. Over 1,800 people lost their lives. The president seemed powerless to do anything.

The same thing almost happened after 9/11. For several days, President Bush was hardly in evidence. Fortunately for terrified New Yorkers, they had a leader who seized the moment. Mayor Rudy Giuliani was in the streets, covered in ash, holding public briefings, offering reassurance, barking orders. Did he really have the situation under control? No. But Giuliani gave the impression for several terrifying days that he did.

Bush ultimately rescued his image when he showed up at Ground Zero three days later, grabbed a bullhorn and shouted, "I can hear you! The rest of the world hears you! And the people who knocked these buildings down will hear all of us soon!" The president offered what Americans desperately wanted in that awful moment: a show of defiance and resolve.

President Obama is not facing the challenge of a natural disaster or an attack. But he does appear to be at the mercy of forces beyond his control. The economy, first and foremost. Americans behave as if the president is commander-in-chief of the economy. He's not, of course. No one is. No one can command an economy of this size and complexity to do anything. But the president has to give that impression.

What exactly can the president do about the debt crisis and the intensifying recession in Europe? He acknowledged at the G-20 summit in Mexico, "Given that we don't have full control over what happens in Europe or the pace at which things happen in Europe, let's make sure that we're doing those things that we do have control over." Like what? He called on Congress to "act on a jobs plan that would put us on a path of creating an extra million jobs." There is not a chance Congress will do that. Meanwhile, the White House seems to be waiting breathlessly for the jobs numbers to come out every month, in the hope that they will deliver salvation.

Those numbers come out next week. This week the administration is waiting helplessly for the Supreme Court to pass judgment on its signature legislative achievement, the Affordable Care Act. If that law is declared unconstitutional, Mitt Romney's argument that the Obama presidency has been a failure will get considerable re-enforcement.

When the Court issued its ruling on the Arizona illegal immigration law this week, Justice Antonin Scalia used the opportunity to express contempt for President Obama's executive order halting the deportation of illegal immigrants brought to the U.S. as children. "Are the sovereign states at the mercy of the federal executive's refusal to enforce the nation's immigration laws?" Scalia asked disdainfully.

The president's enemies are gathering against him. Whenever President Obama complains about Congress's failure to act, he makes himself appear to be at the mercy of a hostile Congress. They are in control, not the president.

The same thing happened to President Bill Clinton after the Democrats lost control of Congress in 1994. The Republican Congress seized the initiative. For a while, House Speaker Newt Gingrich looked like the head of government. Clinton reached his low point on April 18, 1995, when he was reduced to pleading at a news conference, "The President is still relevant here." One day later, the federal building in Oklahoma City was bombed. That disaster gave President Clinton the opportunity to restore his image of leadership.

President Jimmy Carter was not so lucky. Carter appeared more and more hapless and ineffectual during the final year of his presidency. He was buffeted by forces beyond his control -- student radicals in Teheran, the energy crisis, inflation, recession, Soviet defiance. Carter's failure led to the election of Ronald Reagan, a man who probably could not have gotten elected in any other year. In 1980, however, Reagan's ability to project leadership and confidence gave the country exactly what it wanted.

What can Obama do? He has to appear unfazed and unrattled: "No drama Obama." His decision to issue a deportation stay was a political masterstroke that rattled his Republican critics, including Justice Scalia. Obama defied efforts by House Republicans to bring down Attorney General Eric Holder by claiming executive privilege. He has taken a series of small-scale initiatives, just as President Clinton did when he was on the ropes -- programs for mortgage relief, jobs for veterans, protections against dangerous invasive species like Burmese pythons and Asian carp, a port expansion in Florida, a pledge to keep a plant open in Ohio. It's Obama's way of keeping his pledge, "If Congress won't act, I will."

And if the Court strikes down the health care law? Obama has to step up immediately and say, "Don't be alarmed. We have other ways of doing this. We will not allow the Court to take health insurance away from fifty million Americans." In other words, everything is under control.

(AP) ? Dock workers rushed to unload containers stacked on top of one another inside a cargo ship that arrived in New Jersey from the Middle East on Wednesday after Coast Guard officials heard knocking from one during a routine inspection, suggesting that stowaways might be on board.

More than a dozen ambulances and law enforcement officials met the 850-foot vessel when it docked early Wednesday at Port Newark, one of the nation's busiest ports. Large mechanical cranes began unloading containers from the ship.

By midday Wednesday, all but one ambulance had quietly left the pier. U.S. Customs and Border Protection spokesman Anthony Bucci said officials so far had checked 40 out of 2,000 containers on the Ville D'Aquarius.

The Coast Guard team had boarded the ship outside New York Harbor early Wednesday as the ship prepared to dock, spokesman Charles Rowe said. The officers were knocking on containers during a sound check, "and they knocked on this one and they heard a knocking back," spokeswoman Michelle Krupa told the Star-Ledger of Newark.

The team followed protocol and didn't open the container at sea in order to control the situation, Coast Guard spokesman Charles Rowe said.

Drew Barry, of the Sandy Hook Pilots Association, said he boarded the vessel about 20 miles offshore to help pilot it into port.

"There are at least 30 to 40 containers on top of the hatch cover, and I don't know how many more below it," Barry said. "If there are people down there, with no food and water for days, they're probably pretty desperate by now."

He estimated late Wednesday morning that it would take several hours, if not much of the day, to get to the part of the ship, below the hatch cover, where officials heard banging noises.

The container, which a manifest said was carrying machine parts to Norfolk, Va., was loaded in India, Rowe said.

The ship began its voyage May 30 in the United Arab Emirates, then made one stop in Pakistan and two stops in India. Its last port before Newark was in Egypt on June 15.

The Department of Homeland Security said in a statement Wednesday that officials are conducting a "thorough investigation of the vessel."

(AP) ? Gunmen raided the headquarters of a pro-government Syrian TV station early Wednesday, killing seven employees, kidnapping others and demolishing buildings, officials said. The government blamed terrorists and described the killings as a "massacre."

An Associated Press photographer who visited the Al-Ikhbariya station's compound said five portable buildings used for offices and studios had collapsed, with blood on the floor and wooden partitions still on fire. Some walls had bullet holes.

Al-Ikhbariya is privately-owned but strongly supports President Bashar Assad's regime. Pro-government journalists have been attacked on several previous occasions during the country's 15-month uprising, although such incidents are comparatively rare.

Information Minister Omran al-Zoebi said the killings were "a massacre against the freedom of the press" in remarks broadcast on state TV. He later told reporters that it had been carried out by terrorists ? the same word the government uses for rebels.

Rebels deny they target the media.

Much of the violence that has gripped Syria over the past 15 months has been sanctioned by the government to crush dissent. But rebel fighters are launching increasingly deadly attacks on regime targets, and several massive suicide attacks this year suggest al-Qaida or other extremists are joining the fray.

Many in the opposition consider the media an arm of the regime. Syria does not have a free press and most news organizations are either state-run or private bodies that carry the government's point of view. Most of the private TV stations and newspapers are owned by politicians or wealthy businessmen who have close links to the regime.

Assad denies that there is any popular will behind the uprising, saying terrorists are behind a conspiracy to destroy the country.

Al-Zoebi, the information minister, said gunmen stormed the station's compound in the town of Drousha, about 20 kilometers (14 miles) south of the capital Damascus, and detonated explosives. He said the attackers killed seven people and kidnapped others.

Restrictions on the media make it difficult to verify accounts of events on the ground.

An employee at the station said several other staffers were wounded in the attack, which happened just before 4 a.m. local time. He said the gunmen kidnapped him along with several station guards. He was released but the guards were not.

The employee, who did not give his name for fear of repercussions, said the gunmen drove him about 200 meters (yards) away, and then he heard the explosion of the station being demolished.

"I was terrified when they blindfolded me and took me away," the man said by telephone.

Earlier this month, two Al-Ikhbariya employees were shot and seriously wounded by gunmen in the northwestern town of Haffa while covering clashes between government troops and insurgents.

Hours after the attack, the station was still on the air, broadcasting a rally in Damascus' main square against the station raid.

Also Wednesday, Burhan Ghalioun, the former leader of Syria's main opposition group, said he briefly entered rebel-held areas in the north of the country in a rare trip by the exiled political opposition to the country. Ghalioun told Al-Jazeera TV that the areas he visited in Idlib province are ruling themselves, without any regime presence.

Ghalioun, former head of the Syrian National Council, did not say when the visit happened.

"I went to see the war that the Syrian regime is staging," Ghalioun said. "The regime continues to shell and kill." Ghalioun said he spoke with wounded Syrians including some who lost limbs and others who were paralyzed.

He added that he was able to drive about freely and that "part of the country is liberated."

Activists reported violence throughout Syria on Wednesday. The Syrian Observatory for Human Rights, an activist network, said at least 10 government soldiers were killed in an ambush in the eastern province of Deir el-Zour.

The group said that rebels on Tuesday were able to shoot down a helicopter gunship in Idlib province. Amateur videos showed a helicopter burning in a field but the report could not be independently confirmed.

Activists reported other clashes, mostly in Idlib and nearby Aleppo province as well as rebel-held areas in the central city of Homs that have been under government attack for nearly three weeks.

In neighboring Turkey, some 30 more Syrian soldiers defected with their families overnight, the country's state-run Anadolu news agency reported Wednesday. It was not clear if the group included any senior officers.

Assad's regime has suffered an embarrassing string of high-ranking defections this week, with dozens of soldiers, including senior officers, reported to have fled to Turkey.

(AP) ? Jose Hernandez worked in farm fields with his Mexican-immigrant parents before becoming an astronaut. Iraq War veteran Julius Melendez is the third generation of his Puerto Rican family to serve in the military. And Tony Cardenas, the youngest of 11 children of immigrant farmers from Jalisco, Mexico, has served in the California Assembly and on the Los Angeles City Council.

Next year, all of them could be coming to Congress.

The 2012 election is shaping up as a big one in the House for Hispanics. There are currently 29 in the House ? including a Pacific islands delegate and Puerto Rico's resident commissioner ? according to the Congressional Research Service. That number is virtually guaranteed to increase by at least three or four seats because of once-a-decade redistricting that's created new Hispanic-majority districts in California and Texas. On top of that, Hispanics could win more seats in New Mexico, Arizona, Nevada and Florida.

"It's a watershed election for the Latino community," said Rep. Raul Grivalja, D-Ariz. "Our ability to influence decisions is evident and present and our ability to motivate voters is critical."

Hispanics are the fastest-growing group in the United States, increasing in population by more than 15 million between 2000 and 2010, according to U.S. Census data. They make up more than 16 percent of the U.S. population, far more than their share of roughly 5 percent of the seats in the House.

In comparison, there are 44 blacks in the House, including two delegates, according to the CRS, a record number. Blacks comprise roughly 10 percent of the House, compared to about 12 percent of the U.S. population. There are 10 Asian-Americans in the House, according to the CRS, including two delegates, roughly 2 percent of the chamber compared to roughly 5 percent of the U.S. population.

Both parties say Hispanic candidates are pivotal in this year's race for control of the House.

Democrats, who need a net gain of 25 seats to take a majority, say Hispanic candidates could make up a fifth or more of that margin. Republicans, challenging in fewer districts because of their large current majority, have recruited strong Hispanic candidates for a handful of districts seen as opportunities to snatch Democratic seats.

The competition for Hispanic votes in congressional races ? whatever the backgrounds of the candidates they're voting for ? mirrors the presidential contest. While Hispanics as a group have historically favored Democrats, Republican Mitt Romney has indicated he will compete vigorously with President Barack Obama for their support.

Democrats say maximizing Hispanic turnout is a key to electoral success. Republicans, in turn, say chipping away at Democrats' margins with the group is crucial.

Obama injected fresh energy into the competition when he announced he was easing enforcement of immigration laws for hundreds of thousands of younger illegal immigrants and offering them a chance to stay in the U.S. and work. That is expected to motivate more Hispanic voters to turn out for Democrats in November.

California is expected to be the center of Hispanic increases in Congress. Democrats are running two Hispanic candidates likely to win in the fall: Cardenas, a Los Angeles City councilman, and Juan Vargas, a state senator and son of Mexican immigrants. Republican David Valadao, a state assemblyman and son of Portuguese immigrants, is likely to win a GOP-leaning district.

In competitive seats in California, both parties are running Hispanic candidates against incumbents who are not.

Hernandez, the former astronaut, is a Democrat challenging first-term GOP Rep. Jeff Dunham in the newly drawn 10th Congressional District. As a child Hernandez helped his parents in the field and went on to study engineering in college. He makes his roots a big part of his appeal to voters, telling the story of how he watched the Apollo 17 launch on TV and his father laid out how he could become an astronaut himself.

"I was able to rise from the fields of California and touch the sky on the space shuttle Discovery as an astronaut," he said when he announced his campaign last October.

Democrats also have high hopes for Raul Ruiz, a medical doctor who grew up in a trailer with his Mexican farmworker parents and has received three graduate degrees from Harvard. Ruiz is running against GOP Rep. Mary Bono Mack, who has been in Congress since 1998. Democrats say the seat will be competitive this fall.

For the GOP, a prominent Hispanic candidate, Abel Maldonado, California's former lieutenant governor, is one of its best chances to pick off an incumbent. Maldonado is running against endangered Democratic Rep. Lois Capps, who has seen her district turn more conservative with redistricting. Maldonado's campaign ads highlight his background ? his parents are Mexican immigrant farmers who eventually built their own farming business ? and show him standing in a strawberry field and talking about what he learned from his father.

In one ad, as the camera pans over California farmland, Maldonado says: "It's time to teach Washington the lessons we've learned growing up."

Hispanic candidates are figuring prominently in other states where the Hispanic population has grown quickly.

In New Mexico, Michelle Lujan Grisham is favored to take the state's 1st Congressional District, after Rep. Martin Heinrich decided to run for the Senate. In Nevada, State Assembly Speaker John Oceguera is taking on GOP Rep. Joe Heck in one of the Democrats' top targeted races. If she wins a crowded primary for Arizona's new 9th Congressional District, Leah Campos Schandlbauer, a former CIA agent, could give Republicans a prominent Hispanic on the ballot in what's likely to be a fiercely contested race.

In Florida, which has an August primary, Democrats have two Hispanic candidates ? businesswoman Gloria Romero Roses, who was born in Colombia, and lawyer Joe Garcia, a Cuban-American ? in the race to take on Republican Rep. David Rivera, a Cuban-American whom Democrats see as vulnerable. Republicans have two prominent Puerto Rican candidates vying to take on former Rep. Alan Grayson in Florida's Orlando-area 9th Congressional District: John "Q'' Quinones, a county commissioner and former state representative, and Melendez, the Iraq War veteran and a member of the local school board. Both are appealing to the district's sizable Hispanic population.

There has been one big disappointment for Hispanic growth in the House in 2012: Texas. It was poised to have the most new Hispanic members, with the state adding four new seats in 2012 thanks to large Hispanic growth. But at most two of the new seats will be represented by Hispanic lawmakers. The state is also losing two long-time Hispanic lawmakers, Rep. Charlie Gonzalez, who is retiring, and Rep. Silvestre Reyes, who lost a primary to a non-Hispanic opponent, though Gonzalez is likely to be replaced by Joaquin Castro, a state lawmaker, Harvard Law graduate and second-generation Mexican-American.

Gonzalez, the chairman of the House Hispanic Caucus, said he still believes Hispanic influence is on the rise in the House, and he noted more Hispanic candidates running in competitive districts in 2012.

"Our power will only increase as time goes on," said Gonzalez. "Because of demographics, as goes the future of the Latino family, so goes the future of the United States."

Panic as cops kill cops at Mexico City airport

MEXICO CITY -- Three policemen died in a shootout with two other officers suspected of drug trafficking at Mexico City's airport on Monday, as panicked travelers scrambled for cover in the busy facility.

The shootout occurred when three federal officers approached the two suspects in the airport's Terminal 2, which handles international and domestic flights. Two agents were killed at the terminal and another later died of his injuries in hospital.


More than a dozen shots were heard, Milenio Television reported. Television footage showed a body lying on the floor of the terminal in what appeared to be a publicly accessible area of the airport.

Three shots rang out at first, witness Israel Lopez, a 23-year-old Mexico City student who had gone to the airport to see off a friend, told The Associated Press. Lopez didn't see who those shots were directed at, but then the gunfire came closer.

"We were in the food court, and some policemen came in and started shooting at another policeman who was on the floor," Lopez told the AP. "We dove to the floor and covered ourselves with chairs."

Lopez said the shooters wore blue uniforms like those of federal police who provide security at the airport. He said the shooters then ran to the parking area "as if they were pursuing somebody," and he lost sight of them.

'One of the safest places'
Robert Gray, an evangelical missionary from Hart, Michigan, but who has lived with his family in the city of Puebla for the past four years, arrived at the airport after the shooting with his wife, two daughters and son to catch a flight back to the U.S. to visit family.

"It's surprising to see it happening at the airport. It's one of the safest places in the city," Gray told the AP.

The suspects, who remain at large, are believed to be part of a larger group of officials involved in a cocaine ring, Mexico's security ministry said in a statement.

"The Federal Police has identified the two officers who opened fire and several investigative units are now focused on capturing them," the federal Public Safety Department said in a statement.

Airport spokesman Jorge Gomez told Milenio that aircraft departures and arrivals continued normally after the incident.

The airport said in a press statement that the terminal and flights were operating normally following what it described as "a dispute in an open-access area." But the food court remained blocked to public access for hours after the shooting.

Mexico's drug war is also part of a drug culture with roots in music, movies and even religion

Mexico City has seen relatively low murder rates compared to the rest of the country, where drug violence has killed around 55,000 people in the past five-and-a-half years.

But attacks have been creeping up in the capital and its surrounding neighborhoods, with more than 300 gangland killings recorded last year.

Mexico's airports and ports are busy areas for drug smugglers. So far this year federal police have seized more than 440 pounds of cocaine at the capital's airport, double the amount taken there last year.

In 2007, the severed heads of three employees of a customs brokerage firm were found near the airport and in the nearby state of Mexico.

The decapitations were apparently retaliation for the seizure of a half-ton of Colombian cocaine at the airport, officials said at the time.

Mexico got wrong man in high-profile drug arrest?

In 2008, federal police chief Edgar Millan was gunned down inside his Mexico City home, and one of the suspects in that killing had worked as an anti-drug officer at the Mexico City airport.

The suspect had a notebook with detailed information on drug trafficking at the airport, and officials said federal investigations into those operations may have been a key motive for Millan's killing.

Scotland Yard detectives investigating phone hacking at the News of the World are examining the call records of four newly discovered Apple iPhones issued to senior executives at News International. The smartphones, issued by O2 in a contract beginning in October 2009, included a handset given to James Murdoch, the former chairman and chief executive of News Corp Europe. Despite billing for the phones totalling nearly ?12,000 between June last year and May this year, neither Operation Weeting nor the Leveson Inquiry was told of the existence of the smartphone accounts.

Phone text messages and emails sent and received by News International executives and advisers have provided some of the most controversial evidence heard by Lord Justice Leveson's inquiry into press practices and ethics.

It had been assumed that the email and text traffic from key News International executives was centred solely on their company BlackBerry account with Vodafone. In accounts seen by The Independent, issued through 02's corporate customer services at Arlington Business Park in Leeds, Mr Murdoch's iPhone account is listed as "active".

Mr Murdoch is said to have told 02 that he specifically wanted a "white iPhone" when the smartphone was issued to him in the summer of 2009.Katie Vanneck-Smith, listed as News International's chief marketing officer, also has an active account. Two other NI executive numbers are described as disconnected.

The e mobile phone of murdered schoolgirl Milly Dowler had been hacked into " and the beginning of the Leveson Inquiry in November, the NI iPhone accounts were billed for ?9,650.Last night, Labour MP Tom Watson said people would be "shocked" to learn that the smartphones had been issued to key NI executives, while the company's disclosures focused only on the BlackBerry Vodafone accounts.

Mr Watson said he hoped that News Corp's Management and Standards Committee, which is responsible for all matters relating to phone hacking, would enforce its own promise of full transparency and appropriate disclosure, by revealing all the data and logs held on the discovered phones to both the police and the Leveson Inquiry. Last night, a spokeswoman for News International, said: "Mr Murdoch fully co-operated with the Leveson Inquiry. It is ridiculous to suggest that James Murdoch keeps or kept a 'secret phone'."

Meanwhile sources close to the Leveson Inquiry have denied that Lord Justice Leveson threatened to quit his judicial investigation following comments made in February by Michael Gove. The Education Secretary told a gathering of political journalists that the inquiry into press ethics and practices was creating a "chilling atmosphere" towards press freedom.

Prime Minister's Questions in the Commons the day after Mr Gove's lobby speech, David Cameron appeared to back his cabinet colleague's view. Concern that Mr Gove might be the Prime Minister's advance messenger prompted Lord Justice Leveson to call the Cabinet Secretary, Sir Jeremy Heywood.

Whitehall sources say Lord Justice Leveson wanted to learn directly from Mr Cameron whether his inquiry was wasting public money on an ultimately futile exercise or whether his initial remit stood. Although the reassurances from No 10 took two days to arrive, sources claim there was no threat from the judge to resign from his own inquiry.
