Report: BP says oil spill trial could last years
Dudley said BP is preparing to be in court for several years, but hopes it can reach agreements on some parts of the case which begins Monday in New Orleans.
Dudley, who took control of BP in 2012 after former chief executive Tony Hayward resigned amid criticism over the way he had handled the oil spill, told the Sunday Telegraph newspaper that the company has prepared for the possibility that the trial will continue until 2014.
The company has set aside $40 billion to deal with fines and associated costs of the disaster.

Strikeforce signs UFC veteran Nate Marquardt, fight with Tyron Woodley possible
In June, the UFC cut middleweight Nate Marquardt after he could not get medical clearance to fight at UFC on Versus 4 just hours before he was scheduled to weigh in. Now, he is back in the Zuffa fold, as Strikeforce signed him to fight in their welterweight division.
His signing will strengthen a promotion that has seen four champions flee to the UFC. A bout with Tyron Woodley is reportedly in the works. Marquardt brings a recognizable name and a well-rounded game to Strikeforce.
Marquardt fought in 14 bouts for the UFC before his out-of-whack testosterone levels caused the Pennsylvania State Athletic Commission to deny his chance to fight in the main event. He was immediately dismissed from the UFC by an angry Dana White.
He briefly signed with the British promotion BAMMA, but a fight never materialized. Bellator's Hector Lombard invited Marquardt to fight him in Bellator, but Marquardt didn't take the bait. His last bout was a decision win over Dan Miller at UFC 128.

How the REO to Rental Program Will Impact the Economy | The ...
At RentJuice, we see the economic contribution of small businesses ? property managers, local property owners, and real estate brokers ? who make money by facilitating rentals every day. In fact, the vast majority of homes and apartments on our platform belong to owners who only have a few properties, and the lion?s share of offices who are building businesses on the RentJuice platform have only a handful of leasing agents.
Since its launch in 2009, our team has witnessed the intense nationwide struggle to be successful in selling homes. Many real estate pros have turned to rentals as a source of income during these challenging times. With millions of homes in or facing foreclosure, a greater concentration of homes now belong to mortgage loan servicers as ?real estate owned? (REO) properties. The Wall Street Journal reported that Fannie and Freddie owned about 180,000 homes at the end of September, and FHA owns another 35,000. Those homes, if released in mass for purchase, would continue to depress home prices across the country and further damage local businesses built on investing in real estate.
With that perspective, I?d like to share our views on the program being initiated by the government to stimulate housing rentals and defer the flood of foreclosed homes, often called the ?REO to Rent? program. REO properties will be released to investors who can purchase homes if they commit to hold the properties and rent them for a specified period. It is our belief that this program is both necessary for stabilization and improvement of the housing market, and a massive economic opportunity for the entire real estate ecosystem.
First, we think this program positively addresses known economic trends in the rental and for sale markets. Economic research like S&P/Case-Shiller to Zillow?s Home Value Index all displayed continued declines in home prices in 2011. While total foreclosures declined last year, many attribute the slowdown in foreclosure to a temporary delay in processing alone. At the same time, rents increased about 2% to $1,064 in the US, according to research firm Reis, with steady rents being sustained mainly in areas simultaneously hit hard by unemployment. Property management software company RealPage, in its quarterly earnings call just yesterday, noted an imbalance in supply and demand, and forecasted increased lease prices for their 7.2 million rental units in the coming year. Adding new rental supply and damming the foreclosure flood seem irrefutably necessary. This action keeps rentals affordable, loosens very tight vacancy rates, and raises the floor on potential home prices.
Second, this program enables an entire housing ecosystem to be more active. According to the Commerce Department, new home construction rose just 1.5% in January, and when you exclude multifamily development, single-family home construction was down 1%. That not only affects builders, but also the team of? people who convert a lot of land into an occupied home ? from carpenters and electricians to real estate brokers and web designers. The investors who purchase REO properties will have to partner with companies or individuals who can help lease and maintain the properties. No hedge fund or private equity firm has an in-house property management arm that can fix leaky faucets or broken air conditioners. Homes that have been vacant for months or years need to be improved, cleaned, and inspected. No one can execute on this strategy alone, and we think the pool of income generated by rolling out this program will have far-reaching effects across a number of service industries.
Indeed, rentals can literally reshape a small and slow real estate business amidst difficult real estate sales. Take Jorge Guerra of Real Estate Sales Force, a user of RentJuice in the hard hit South Florida real estate market where I grew up. During a visit to his office in December, he shared with me that since using RentJuice, he has gone from a small handful of agents in Coral Gables to nearly 200 across all of South Florida, and a recent market share report in the Miami market placed him within the top 10 companies in the area. His agents are building relationships among tenants and property owners, and often find the ability to sell a home during the rental marketing process. By being active in rentals, he is now available to decision-make for all types of real estate transactions.
Third, this program will inevitably bolster local real estate businesses. Housing rentals seem simple: a vacant home is occupied by someone who agrees to pay a monthly fee. But the real work is far more complex and dependent on local variables. With so few rental homes on a traditional MLS, seeking comparables for pricing is a bear. Marketing outlets vary in their local effectiveness, with traditional Internet Listing Services (ILS) or real estate search sites providing inconsistent inventory coverage or traffic from market to market. Security deposits, disclosures, and eviction policies vary from one city to another. Local real estate brokerages and property management companies therefore become essential partners.
An entire supply chain must mobilize to make this policy effective. Addressing this national economic need will require investors, bank partners, local firms, and technology platforms to work together. Reese Witherspoon Reveals Crush on Kate Middleton
Reese Witherspoon has a new film out (follow this link for a This Means War movie review), but another topic she discussed today was more interesting.
The 35-year-old actress went on Ellen to promote the film, but went on to talk about meeting Prince William and his wife Kate Middleton last summer!
“Somebody called me and said we’re having a really small fundraiser would you want to come over and meet the Prince and Princess? I was like, Yes.”

Gamers don't just play Nicholas Graham's new video game, Liberi Live they design it. While one player is rolling and bouncing a ball over obstacles and collecting coins another player can control the course design. The two interact together and with a touch of a button, obstacles or ramps can be added to completely change the game.
"Gaming has reached a bit of a cul de sac. There are first-person shooters, strategy and role-playing games, but it's been ages since a new type of game came out and that's what we're aiming for creating a game where the players can change the game itself," says Dr. Graham, a professor in the School of Computing who also runs the EQUIS Lab which deals with video game development. "Somebody engaging in the design of the game at the same time as somebody is playing it, allows everyone far more creativity."
Dr. Graham's video game will be on display at one of the world's top conferences in human-computer interaction, TEI 2012 (Tangible, Embedded and Embodied Interaction), taking place at Queen's University next week.
Some of the other technology on display at the conference includes a two-sided flexible TV screen that can be folded like paper; socially networked yoga mats; a glove for deaf-blind people that translates the hand-touch alphabet Lorm (a common form of communication used by deaf-blind people) into text; and a wearable system of sensors designed to improve posture among office workers by rewarding regular body movement with access to a video game during the workday.
The conference is organized by the Queen's Human Media Lab. "One of the missions of the Queen's Human Media Lab is to develop the high tech sector for Canada and Queen's. To have all the top researchers from around the world come to Kingston shows we are on the right track," says School of Computing professor Roel Vertegaal, who runs the Human Media Lab at Queen's.

NASA to exchange 'flagship' missions for small-ball projects (+video)
NASA is drastically scaling back its Mars exploration initiatives in exchange for smaller, more efficient missions, agency officials say.?
NASA is fundamentally overhauling its Mars exploration strategy, ditching multibillion-dollar "flagship" missions in favor of cheaper, more efficient projects for now, agency officials announced Monday (Feb. 13).
Skip to next paragraphThe decision is a response to diminished funding for robotic exploration going forward. In his?federal budget request?for next year, which was revealed Monday (Feb. 13), President Barack Obama allocated $1.2 billion to NASA's planetary science programs ? a 20 percent cut from the current allotment of $1.5 billion, with further reductions expected over the next several years.
The cut is spurring a shift in NASA thinking about the best way to study Mars in the near term. This shift compels the agency to withdraw from the European-led?ExoMars missions, which aim to launch an orbiter and a drill-toting rover to the Red Planet in 2016 and 2018, respectively.
"Instead, we will develop an integrated strategy to ensure that the next steps for Mars exploration will support science as well as human exploration goals, and potentially take advantage of the 2018-2020 exploration window," NASA chief Charlie Bolden told reporters. The new direction does not imperil NASA's $2.5 billion?Mars Science Laboratory?(MSL) mission, which will drop the 1-ton Curiosity rover onto the Martian surface this August to investigate if the Red Planet can, or ever did, support microbial life.
Nor does it affect the $485 million MAVEN mission, due to launch in late 2013 to study Mars' upper atmosphere and gather information about how the Red Planet's climate has changed over time.
However, NASA's new strategy acknowledges that the agency won't be launching ambitious, expensive "flagship" missions like MSL toward the Red Planet ? or any other solar system body ? anytime soon.
"A flagship mission in not on the table," said John Grunsfeld, NASA's associate administrator for science. "We're looking at building a moderate mission, and it's a partnership looking at synergies between the requirements of human spaceflight, science and the needs to demonstrate technologies that advance other missions in the future."
It makes sense to set up such partnerships, beyond simply spreading costs around the various branches of NASA, agency officials said. NASA has both science and exploration goals at Mars, after all; Obama has tasked the agency with getting humans to the Red Planet by the mid-2030s.
Bolden said details of the new Mars strategy should be worked out in a matter of months. The goal is to be ready to launch a mission by 2018 and/or 2020, to take advantage of favorable alignments between Earth and the Red Planet.

Obama signs Giffords' final bill into law (AP)
WASHINGTON ? President Barack Obama signed into law Friday a final bill authored by former Rep. Gabrielle Giffords, who was wounded in an Arizona shooting rampage a year ago.
Giffords took part in the signing ceremony at the White House. She resigned from Congress last month as she continues to recover from a gunshot wound to the head.
The legislation increases the penalties for using ultra-light aircraft when smuggling drugs into the country. The small, single-seat planes are an increasingly favored tool that smugglers use to fly at night and then release their haul without detection.
Obama said he told Giffords that he expected to see more of her in the months and years to come.
"I'm confident that, while this legislation may have been her last act as a congresswoman, it will not be her last act of public service," Obama said in a statement released by the White House.
Giffords stepped down on the day the House passed her bill by a vote of 428-0.

NEW YORK (Reuters) ? Stocks closed flat in another thinly traded session on Wednesday as Greece remained in a standstill over accepting tough reforms in exchange for a bailout critical to avoiding a chaotic default.
Underlying confidence kept the Dow near an almost four-year high notched on Tuesday, though trading has been quiet since last week's stellar employment report. The S&P and Nasdaq are both up 0.3 percent so far this week while the Dow is essentially unchanged.
Randy Frederick, director of trading for Charles Schwab in Austin, Texas, said he would use any pullback on Greece as a buying opportunity. "And if the situation there gets resolved, we'll move higher even faster."
Greek party leaders gathered on Wednesday to agree to reforms demanded by the European Union and the International Monetary Fund after delays.
European Central Bank policymakers were still divided on what contribution the bank could make to a restructuring of Greece's sovereign debt, sources said. The ECB has ruled out joining private creditors in voluntarily accepting a reduction in the value of the Greek bonds it holds.
"We would take a hit if Greece is unable to come to a deal, but lately we've been decoupling from Europe as markets catch up to how strong the economy appears to be," said Frederick.
Dow component Walt Disney Co rose 0.7 percent to $41.27 a day after it reported quarterly profit that topped expectations.
Of the 315 companies in the S&P 500 that have reported earnings to date, 61 percent have come in above analysts' expectations, a rate below that of previous quarters.
Cisco Systems Inc, another Dow component and a bellwether for the networking industry, rose 2.4 percent to $20.93 in extended trading after reporting adjusted second-quarter earnings that beat expectations. Shares of Groupon Inc, the largest daily deal company, plunged 7.6 percent to $22.70 after the bell after it unexpectedly posted an adjusted quarterly loss, even as revenue almost tripled from the prior year.
The Dow Jones industrial average was up 5.75 points, or 0.04 percent, at 12,883.95. The Standard & Poor's 500 Index was up 2.91 points, or 0.22 percent, at 1,349.96. The Nasdaq Composite Index was up 11.78 points, or 0.41 percent, at 2,915.86.
The Dow on Tuesday marked its highest close since May 2008; stocks have rallied from late last year on central bank action and signs of an improving economy.
On Wednesday, high-profile Wall Streeters raised eyebrows with their endorsement of stocks.
Laurence D. Fink, chief executive of BlackRock, the world's largest money manager, told Bloomberg Television that investors should be 100 percent in stocks.
That followed bullish comments from the staff of renowned market bear Nouriel Roubini. Gina Sanchez, Roubini's director of equity and allocation strategy, told CNBC that the rally "has some legs."
The Dow has gained 21 percent since early October and has retraced over 80 percent of its bear market slide from 2007 to early 2009. The blue-chip index is now about 10 percent away from the all-time high it hit in October 2007, while the S&P and Nasdaq are both on track for a sixth week of gains.
The speed and magnitude of the gains have some suggesting a pullback could be imminent. While major indexes are slightly higher for the week, the CBOE Volatility index, which is considered a gauge of investor fear and generally moves inversely to the S&P, has spiked 6.3 percent.
Polo Ralph Lauren Corp surged 9.2 percent to $171.49 after the clothing maker reported better-than-expected results for the holiday quarter and raised its margin forecast.
Energy shares were the biggest decliners, as Brent and U.S. crude oil futures pared gains after a report showed a build-up in U.S. crude inventories. The S&P energy index fell 0.5 percent. Exxon Mobil Corp was one of the biggest losers on the Dow, falling 0.6 percent to $85.32.
Volume was light, with about 6.97 billion shares traded on the New York Stock Exchange, the American Stock Exchange and Nasdaq, below last year's daily average of 7.84 billion.
About 56 percent of stocks traded on the New York Stock Exchanged closed in positive territory while 54 percent of the Nasdaq closed higher.

BEIRUT (AP) ? The U.S. closed its Syrian embassy and Britain recalled its ambassador to Damascus Monday in a dramatic new Western push to get President Bashar Assad to leave power as diplomatic efforts to resolve one of the deadliest conflicts of the Arab Spring collapsed.
The moves by the U.S. and Britain were a clear message that Western powers no longer see the point of engaging with Assad as they turn their attention to bolstering Syria's disparate and largely disorganized opposition to form a credible alternative to the current government.
"This is a doomed regime as well as a murdering regime," British Foreign Secretary William Hague told lawmakers as he recalled his country's ambassador from Syria for consultations on the escalating violence in the country.
"There is no way it can recover its credibility internationally," Hague said.
President Barack Obama said the Syrian leader's departure is only a matter of time, even as the Damascus regime intensified its assault on a revolt that has raged for nearly 11 months.
"The deteriorating security situation that led to the suspension of our diplomatic operations makes clear once more the dangerous path Assad has chosen and the regime's inability to fully control Syria," State Department spokeswoman Victoria Nuland said in a statement.
Robert Ford, the American ambassador, and 17 other U.S. officials left Syria and were expected to travel back to the United States. Ford informed Syrian authorities of the decision to leave earlier in the day, State Department officials said.
Even as the U.S. stepped up pressure on Assad to quit, Obama said a negotiated solution in Syria is possible and it should not be resolved by foreign military intervention.
There are fears that international intervention, akin to the NATO intervention that helped topple Libya's Moammar Gadhafi, could make the already combustible conflict in Syria even worse.
Syria is a highly unpredictable country, in part because of its web of allegiances to powerful forces including Lebanon's Hezbollah and close ally Iran.
The country also has multiple sectarian divisions, which the uprising has laid bare. Most of Syria's 22 million people are Sunni Muslim, but Assad and the ruling elite belong to the minority Alawite sect ? something that has bred seething resentments.
The most serious violence Monday was reported in Homs, a city so battered that some opposition members have started calling it "the capital of the Syrian revolution." Several neighborhoods in the city, such as Baba Amr, are under the control of rebels.
Using tanks and machine guns, regime forces shelled a makeshift medical clinic and residential areas, killing a reported 40 people on the third day of a relentless assault on Homs, activists said. More than a dozen others were reported killed elsewhere.
Activists also reported a military offensive using tanks and armored vehicles in the mountain town of Zabadani, west of the capital Damascus.
The Homs offensive began Saturday, the same day Syria's allies in Russia and China vetoed a Western- and Arab-backed resolution aimed at trying to end the crackdown on dissent. That day, military forces killed up to 200 people in Homs ? the highest death toll reported for a single day in the uprising ? according to several activist groups.
There was no way to independently confirm the toll, and the Syrian regime denied it. The government says terrorists acting out a foreign conspiracy to destabilize the country are behind the uprising, not people seeking to transform the authoritarian regime.
Syria has blocked access to trouble spots in the country and prevented independent reporting, making it nearly impossible to verify accounts from either side as the conflict spirals out of control and turns increasingly bloody.
The violence has reinforced opposition fears that Assad will unleash even greater firepower to crush dissent now that protection from China and Russia against any U.N.-sanctioned action appears assured.
After the U.N. veto, the commander of the rebel Free Syrian Army, Col. Riad al-Asaad, said "there is no other road" except military action to topple Assad.
U.N. Ambassador Susan Rice says China and Russia are running the risk of suffering the same sort of international isolation as Assad because of their veto.
Moscow and Beijing "will come to regret" their votes, Rice told "CBS This Morning."
With diplomacy at an impasse, Secretary of State Hillary Rodham Clinton called Sunday for "friends of democratic Syria" to unite and rally against Assad's regime, previewing the possible formation of a group of like-minded nations to coordinate assistance to the Syrian opposition. Speaking in Bulgaria, she said the world had a duty to halt the violence and see Assad out of power. She called the U.N. setback a "travesty."
The contact group is likely to be similar, but not identical, to the one established last year for Libya, which oversaw the international help for Gadhafi's opponents. It also coordinated NATO military operations to protect Libyan civilians, something that is not envisioned in Syria.
As part of what was clearly a concerted Western effort, the Italian Foreign Ministry also said it summoned Syria's ambassador in Rome to express "the strongest condemnation and the indignation of the Italian government over the unacceptable acts of violence perpetrated by the regime of Damascus against the civilian population."
Already, more than 5,400 people have been killed since the uprising began in March, the U.N. said in January. Hundreds more are believe to have been killed since then, but the U.N. says the chaos in the country has made it impossible to cross-check the figures.
Syria has seen one of the bloodiest crackdowns since the wave of Arab uprisings began more than a year ago. Deaths in Egypt, Tunisia and Yemen have numbered in the hundreds. Libya's toll is unknown and likely higher than Syria's, but the conflict differed there: Early on it became an outright civil war between two armed sides.
Syria, in contrast, has developed into a murderous grind ? although many fear it is swiftly developing into a civil war. Though internationally isolated, Assad appears to have a firm grip on power with the loyalty of most of the armed forces, which in the past months have moved from city to city to put down uprisings.
In each place, however, protests have resumed and now army defectors and others are taking up arms to fight back, adding to the bloodshed.
The Obama administration has long called on Assad to leave power, and officials insist his regime's demise is inevitable.
But just over a year ago, the administration had sought to engage Damascus and sent Ford to the country in the hopes of prying away Iran's main ally in the Arab world and gaining a more willing partner in American efforts to forge stability in Lebanon and peace among Israel and its Arab neighbors. Syria had gone years without an American ambassador after the Bush administration broke ties over Syria's alleged role in the 2005 assassination of politician Rafik Hariri in neighboring Lebanon, and it remains on a U.S. "state sponsor of terrorism" list.
Assad largely shrugged off U.S. attempts to pull his nation away from its alliances with Iran, Hamas and Hezbollah. And as protests escalated in Syria, Ford took on an increasingly high-profile role defending the rights of Syrian protesters. Threats led the U.S. to pull him out of the country in October, but he returned in December to what officials described as an important job monitoring abuses and developments on the ground.
On Monday, Obama defended his administration's actions during the 11-month uprising against Assad's regime.
"We have been relentless in sending a message that it is time for Assad to go," Obama said during an interview with NBC. "This is not going to be a matter of if, it's going to be a matter of when."
